Site work, paving and new construction of a mixed-use development in Wilmington, North Carolina. Conceptual plans call for the construction of a bridge / tunnel; for site work for a bridge / tunnel; road / highway; for paving for a road / highway; and transportation facility.

The work expected to be performed under this contract will likely require the firm(s) to professionally seal drawings or documents and, therefore, prequalification work codes are included in this solicitation. Selection of the Firm(s) will, in part, be based on the breadth and depth of qualification of the Firm(s), including subconsultants, with regard to the specialized engineering and professional services associated with the design of fixed and moveable span bridges, with span lengths in excess of 200 feet, supporting railroad, highway or both. Subconsultants are permitted under this contract. Hereinafter, the term "Firm" refers collectively to the team contained in a given RFQ, whether that be a singular firm, or a team with a prime firm and subconsultants. This RFQ is to solicit responses from qualified firms to provide professional consulting services as detailed herein. The City of Wilmington desires to retain a Firm to provide professional consulting related to bridge structure design. The Firm will provide professional consulting services to evaluate the conceptual potential and potential synergies of a shared use bridge structure for crossing the Cape Fear River, which supports both a new roadway (the replacement of the Cape Fear Memorial Bridge) and a new railroad line (the Wilmington Rail Realignment Project). The Firm will compare and measure the potential the shared use concept against the independent projects. Finally, the Firm will also provide general project management support, including but not limited to, tracking and reporting on activities performed under the contemplated professional services agreement. The scope of services and requirements detailed in this solicitation were determined via a collaboration between the Wilmington Metropolitan Planning Organization (WMPO), the North Carolina Department of Transportation (NCDOT) and the City of Wilmington (City). The City will oversee the completion of the services required by the consultant and will also provide financial and programmatic oversight. NCDOT and WMPO will assist, inform and collaborate with the selected Firm in performance of the scope of work.
