The purpose of the Request for Qualifications (RfQ) is to invite Interested Parties to submit Responses to the City indicating their interest in and providing their qualifications for the construction of the Chilliwack Pickleball Facility Project (the Project) for the City of Chilliwack. It is expected the City will release the individual Request for Proposals in April 2024 with preferred completion of the Project by July, 2025. The Responses to this Request for Qualifications will be used to identify a shortlist of up to three (3) qualified Respondents who will be invited to respond to a Request for Proposal. This RfQ provides some general information about the requirements for the Responses to this RfQ, and the process to be used to select the shortlisted Respondents. The Scope of Work for this Project will include a new building with a floor area of approximately 28,500 square feet. Current plans include a reception/administration area of approximately 1,000 square feet and an open floor area of 27,500 square feet to accommodate 10 pickleball courts. The City has retained MQN Architects to design the facility. The scope of work for the Project will generally include but not be limited to: Demolition and removal of miscellaneous asphalt and concrete slabs; Rerouting of existing services to accommodate the Project; Excavation of the site to underside of sub-grade design elevations; Installation of storm sewer, sanitary sewer and potable water infrastructure; Installation of underground electrical conduit and junction boxes as required; Installation of natural gas service and piping; Installation of structural fill as required; Construction of building including footings, foundations, building structure, electrical, mechanical and fire protection systems for a fully functional building; Site work including site grading, installation of concrete curbs and sidewalks, and asphalt paving around new building as required. The City intends to pre-select the supplier/installer of a tension fabric structure. The Contractor will be responsible for all commercial arrangements necessary for the supply and installation of the structure. Questions will be summarized and the City will forward questions and answers that clarify the RfQ to all Interested Parties. Questions from Interested Parties will be considered provided they are received in writing by the City at least seven (7) calendar days prior to the RfQ Closing Time. The City will attempt to respond to questions within five (5) calendar days of their receipt.
