The work to be done under this contract consists, in general, of furnishing all labor, materials, tools, equipment, incidentals, and for doing all work necessary for installing storm drain pipe, as well as other items and details not mentioned above but described in these Special Provisions or shown on the Plans or Contract Documents or as designated by the engineer. No pre-bid conference or walk-through will be held for the purpose of reviewing and answering questions regarding this Project. Any questions or clarifications on the plans that may require a formal bid addendum must be submitted by 5:00 p.m. on August 2 nd . The City will review the questions and issue a bid addendum if necessary. Questions after August 2 nd may not generate a formal response. Each bid must be submitted on the bid forms provided in the Contract Documents. Each bid must also be accompanied by security in the form of a bid bond issued by a corporate surety, a certified check or cashier's check payable to the City of Rancho Cordova, or cash for an amount not less than ten percent (10%) of the aggregate sum of the bid. The successful bidder shall be required to execute a Material and Labor Payment Bond and Performance Bond, issued by a corporate surety, acceptable to the City of Rancho Cordova, each for not less than one hundred percent (100%) of the contract price. This is a Public Works construction project in accordance with Section 1771.5 of the California Labor Code. Pursuant to California Labor Code Section 1720 and following, and Section 1770 and following, the successful bidder shall pay not less than the prevailing rate of per diem wages as determined by the Director of the California Department of Industrial Relations. Copies of the prevailing wage determinations are on file in the office of the City Clerk of the City Council of the City of Rancho Cordova, 2729 Prospect Park Drive, Rancho Cordova, California 95670, and are available upon request. The prevailing wage determinations are also available on the internet at electronically. Pursuant to California Contract Code Section 22300, the contractor may, at its own expense, substitute securities for any money being withheld by the City of Rancho Cordova to ensure performance under this contract. The award of the contract, if it be awarded, will be to the lowest responsive, responsible bidder whose bid complies with all the requirements prescribed. The lowest bid will be determined based on Total Bid Price. The City of Rancho Cordova reserves the right to reject any or all bids, to waive any informality in any bid, and to determine which bid, in their judgment, is the lowest responsive bid of a responsible bidder.
