Only a tenderer who has obtained the documents for this call for tenders directly from the SEAO is allowed to submit a tender. The analysis of the tenders will be carried out according to an evaluation system which uses a weighting grid including the price. This analysis will be carried out, initially, according to the qualitative criteria selected, without the prices proposed by the tenderers being known to the members of the selection committee, all for the sake of transparency. Any indication of the price of the tender or any information making it possible to know this price elsewhere than in the price envelope (envelope No. 2) could result in the rejection of the tender. The tender and the price offer must therefore be presented in two (2) sealed and separate opaque envelopes of adequate size bearing the respective mentions: No1 OFFER OF SERVICE and No2 OFFER OF PRICE. Envelope No2 must be included in envelope No1. The City of Saint-Philippe does not undertake to accept either the lowest or any of the tenders received and will not assume any obligation or expense of any kind towards the tenderer(s).
