The RM of Meeting Lake invites proposals from individuals or firms for the development of a landfill decommissioning and closure plan with the installation of monitoring wells and sampling of the wells. The area will be moving forward to a transfer station. The RM of Meeting Lake landfill is near its full capacity and needs to be properly decommissioned/closed per the Saskatchewan Ministry of Environment standards set out in The Municipal Refuse Management Regulations, 1986. The landfill is located on a subdivided parcel of SW 31-46-11-W3. An Environmental Site Assessment and Decommissioning and Reclamation Plan will need to be conducted before the Corrective Action Plan is developed. The Environmental Site Assessment shall be conducted according to the Site Assessment Chapters of the Saskatchewan Environmental Code. Implement the installation and monitoring of the groundwater monitoring wells. Consultant shall enter into an Agreement with the RM of Meeting Lake No. 466 for the provision of the services and deliverables for this Request for Proposal. Consultants shall submit a proposal outlining their company's understanding of the scope of work. All proposals shall include at least one reference from a municipality in Saskatchewan who you have worked on a landfill decommissioning project with. Landfill closure design should meet best management practices (such as Alberta or Manitoba standards). No consultant, whether successful or not, may make a public announcement or issue any news release regarding this request for proposal or this project, without the prior written approval of the RM of Meeting Lake No. 466. Confirmation that the project will be supervised by a qualified person according to the Saskatchewan Environmental code. Consultants shall provide confirmation of liability insurance whenever the policies are renewed.
