Renovation of a municipal facility in New York, New York. Conceptual plans call for the renovation of a municipal facility.

The Port Authority of New York and New Jersey (the "Authority" or "Port Authority") is intending to release a Request for Proposal (RFP) on or about the third quarter of 2022 for Expert Professional Design Services for Outerbridge Crossing Structural Rehabilitation (Phase II). The purpose of this notice is to provide early awareness of this impending RFP. This notice is being issued solely for informational and planning purposes and does not constitute a solicitation. The following information provides background information for the intended RFP as well as high level view of the expected Scope of Services. The Outerbridge Crossing (OBX) is a steel thru truss bridge that carries four (4) lanes of New York/New Jersey 440 across the Arthur Kill between Perth Amboy, New Jersey and Staten Island, New York. On the New York side, the Outerbridge Crossing leads to the Verrazano- Narrows Bridge via the West Shore Expressway to the Staten Island Expressway (I-278). On the New Jersey side, it leads to the New Jersey Turnpike (I-95) and the Garden State Parkway via State Highway 440. The main span over the Arthur Kill is a three-span cantilever truss with a simple span truss at both ends with a total length of 2100 feet and is supported by two-column reinforced concrete piers founded on timber piles extending into concrete tremie seal. The approach viaducts to the main span consist of straight spans with two longitudinal deck girders, longitudinal stringers and transverse floor beams supporting a reinforced concrete deck. The approach viaducts consist of thirty-nine (39) spans on the east (New York) side, with a total length of 2300 feet and sixty-six (66) spans on the west (New Jersey) side with a total length of 4900 feet and are supported by two-column reinforced concrete piers founded on spread footings and timber piles. The scope of services may consist of preparing Final Design and Contract Documents (Stage III) and performing Post Award Services (Stage IV) for the Rehabilitation of Outerbridge Crossing to achieve a 10 to 20 year service life and may include, but not be limited to, deck rehabilitation, joint replacements, drainage repairs, routine superstructure repairs, routine substructure repairs, electrical maintenance repairs, aesthetic lighting maintenance, and performing miscellaneous routine repairs ,. The Final Design and Post Award Services may include but not limited to preparing design criteria documents, performing field inspections and verifications including summarizing findings with recommendations, developing and vetting alternative construction staging schemes, preparing various presentations and materials of project status, developing final design and contract documents (contract drawings, specifications, construction cost estimate and schedule), utility conflict identification and management plans, maintenance and protection of traffic plans, Transportation Management Plan ("TMP") and performance of various post award services. The selected Proposer shall be responsible for all required disciplines and sub-consultants retained to perform any of the above scope of services and shall be responsible in coordinating all services with other contracts etc., as appropriate, and as required by the Authority. The Port Authority will not address questions regarding this Notice of Intent nor the intended release of said Request for Proposal, until the RFP is officially released. The Port Authority at its sole discretion may at any time withdrawal or cancel this Notice of Intent and/or the intended release of the RFP. This Notice of Intent is no assurance that a Proposer(s) will be selected for performance of the subject RFP and/or Scope of Services. Proposers will be provided further details regarding the RFP solicitation including but not limited to, how to propose, proposal due date, pre-proposal meeting, etc., upon release of the Request for Proposal.
