THIS IS A REQUEST FOR QUOTE UNDER SIMPLIFIED ACQUISITION PROCEDURES *** The United States Department of Agriculture (USDA) Farm Production and Conservation Acquisition Division intends to issue a Request for Quotes(RFQ) in accordance with FAR Part 13 on behalf of the USDA - Natural Resource Conservation Service (NRCS). Minnesota State Office for work to be performed for Juaire Forest Management Project WRE (Morrison, MN). The USDA-NRCS is conducting a wetland restoration project near Pierz, MN. This project will include a rock crossing, and seeding/mulching disturbed areas, in Platte Township, in Morrison County, Minnesota. An organized site visit has been scheduled for - Wednesday, August 10, 2022 at 11:00 a.m. Local Time (c) Participants will meet at -- The site is located in the section 10, Platte Township (T-42N R-30W). The Juaire site is approximately 11.0 mile North of Pierz, Minnesota. Access to the site is at the end of a two track road off of Hwy 25. See attached maps. (End of provision) Quote Submission Instructions The following documents must be submitted with the quote. 1. Complete and sign SF-1442 and the prices/costs in Section B, page 4. 2. Complete all other representations and certifications required by Section K and not already completed in the System for Award Management (SAM). 3. Pricing shall be submitted on the schedule in Section B, Page 4 of this solicitation and include all labor, materials, equipment, and supervision necessary to complete the project in accordance with the specifications any other attachments to this solicitation. Include unit prices where indicated, double check math, and do not round figures. 4. Offerors should submit a written narrative that thoroughly addresses their technical experience and capability of performing work in accordance with the Statement of Work, Specifications, and other attachments to this solicitation. 5. Offerors should submit 3 past performance references on the attached FPAC Past Performance Information sheet. Quotes are due by 5:00 p.m. local time on August 22, 2022. Quotes shall be submitted by email to Elrick Lounds, Contract Specialist, at elrick.lounds@usda.gov. This is a request for quote (RFQ) solicited using the simplified acquisition procedures of FAR Part 13. Contractors are strongly urged to attend the site showing. The contractor shall furnish all labor, materials, equipment and supervision required to construct the project at outlined in statement of work and detailed in the specifications, drawings, and plans attached hereto. The estimated value of this project is between $25,000 and $150,000. This acquisition is 100% set-aside for small businesses. The applicable NAICS code is 237990 *The value for this project is based on a financial range. The value is listed as the highest possible cost from the range provided by a stakeholder or official project document.
