The intent and purpose of this Request for Qualifications (RFQ) is to solicit responses for selection of a Railroad Engineering Consultant (Consultant) for engineering services for the Ogdensburg Bridge and Port Authority. All railroad project funding awarded to the OBPA will be assigned to the OBPA to administer (collectively OBPA). The function of the Consultant will consist of assisting OBPA with overall project management, design, and construction. This could include reviews, estimating, negotiations, meetings with industries and public agencies, project permitting, construction inspections and oversight, and project closeout documentation. Projects may be in the areas of trackwork, transload facilities, railroad and highway bridges, grade crossings, yards, and maintenance facilities. The scope of services will be project specific and may range from very limited to full engineering design and construction management. Depending on the specific project scope, the services to be provided may require survey, civil, structural, electrical, mechanical, plumbing, environmental, geotechnical, and architectural expertise. The selection will comply with the requirements listed in this request.
