The 2022 Annual County Bridge Repairs Project focuses on completing minor repairs such as spall repairs and minor crack repairs as a cost-effective way to protect and preserve our county bridges. Seven bridges have been identified which will benefit from minor maintenance, which will minimize deterioration and save significant funds in the future. 1. Silverado Trail over the Napa River Overflow 0.1 miles north of Hardman 2. Silverado Trail over the Napa River Overflow 0.2 miles north of Hardman 3. Barnett Road over Burton Creek 4. Oak Knoll Avenue over the western Napa River Overflow 5. Conn Valley Road over Conn Creek 6. Wooden Valley Cross Road over Suisun Creek 7. Larkmead Road over Dutch Henry Creek Bids are required for the entire work called for by the Plans and Specifications, and neither partial nor contingent bids will be considered. In conformance with Public Contract Code Section 20129, bids must be valid for 60 days from the date bids are opened. County will post bid results of the three (3) apparent low bidders with their subcontractor's list on the above website the day after the bids are publicly opened and read. In accordance with California Public Contract Code Section 3400, bidders may propose equals of products listed in the Technical Specifications or project Plans by manufacturer name, brand, or model number, unless the Technical Specifications or Plans specify that the product is necessary to match others in use. Complete information for products proposed as equals must be submitted to the Public Works Office for review at least ten (10) days before the time specified for bid opening. This submission deadline shall control over the timeline set forth in Section 6-1.05 "Specific Brand or Trade Name and Substitution" of the Standard Specifications. In accordance with Section 1771.1 of the Labor Code, a Contractor or subcontractor shall not be qualified to bid on, be listed in a bid proposal, subject to the requirement of Section 4104 of the Public Contract Code, or engage in the performance of any contract for Public Works, as defined in this chapter, unless currently registered and qualified to perform public work pursuant to Section 1725.5. It is not a violation of this section for an unregistered Contractor to submit a bid that is authorized by Section 7029.1 of the Business and Professions Code or by Section 10164 or 20103.5 of the Public Contract Code, provided the Contractor is registered to perform public work pursuant to Section 1725.5 at the time the contract is awarded. In accordance with the California Government Code Section 1773.2, copies of the applicable determinations of the Director are on file at the Public Works Office and may be reviewed upon request. In accordance with the provisions of Section 1774 of the Labor Code, the prevailing wage rate for classifications of Labor to be employed in the work have been determined by the Napa County Board of Supervisors and is included in the Special Provisions referred to above. No bid will be considered unless it is made on a blank form furnished by the County Engineer of Napa County and is made in accordance with the provisions of the proposal requirements and conditions set forth under the Standard Specifications of the State of California Department of Transportation, except as modified in the above referred to Special Provisions. A bid guarantee, in the amount of 10% of the total bid, shall accompany the bid. The successful bidder shall be required to furnish a Performance Bond in an amount equal to 100% of the contract price and a Labor and Material Bond in an amount equal to 100% of the contract price with good and sufficient surety. Each bidder must be licensed as required by law. The Contractor shall possess a Class "A" license at the time of contract award. The Contractor and Sub-Contractor shall be registered with the State of California Department of Industrial Relations (Public Works Contractor (PWC) Registration) at the time of bid opening. A mandatory bidder's list is required to participate in bidding as the prime contractor for this project. The deadline to submit an entry for the list, which will be placed on the County website, is August 4, 2022, 1:00 PM All questions must be received by mail or e-mail to Graham Wadsworth, Napa County Public Works, 1195 Third St. Room 101, Napa, CA 94559, by August 4, 2022, 1:00 P.M. The Board of Supervisors reserves the right to reject any or all bids.
