As of December 12, 2023, the project has not been awarded. A timeline for award has not been confirmed. Proposals shall be submitted under sealed cover plainly marked as a proposal, and identifying the project to which the proposal relates and the date of the bid opening therefore. Proposals which are not properly marked will be rejected The location of work is entirely within the Napa Berryessa Resort Improvement District (District). The location of construction is on District-owned property. Bids are required for the entire work called for by the Plans and Specifications, and neither partial nor contingent bids will be considered Plans, Special Provisions (excluding State Standard Specifications and other documents included by reference), Proposal Forms and Contract Forms may be obtained by prospective bidders to those licensed by the State of California for the type of work involved, electronically In accordance with California Public Contract Code Section 3400, bidders may propose equals of products listed in the technical specifications or project plans by manufacturer name, brand or model number, unless the technical specifications or plans specify that the product is necessary to match others in use. Complete information for products proposed as equals must be submitted to the District for review at least 10 Days before the time specified for bid opening. This submission deadline shall control over the timeline set forth in Section 6-1.05 of the Standard Specifications. In accordance with Section 1771.1 of the Labor Code, a contractor or subcontractor shall not be qualified to bid on, be listed in a bid proposal, subject to the requirement of Section 4104 of the Public Contract Code, or engage in the performance of any contract for public works, as defined in this chapter, unless currently registered and qualified to perform public work pursuant to Section 1725.5. It is not a violation of this section for an unregistered contractor to submit a bid that is authorized by Section 7029.1 of the Business and Professions Code or by Section 10164 or 20103.5 of the Public Contract Code, provided the contractor is registered to perform public work pursuant to Section 1725.5 at the time the contract is awarded. In accordance with the California Government Code Section 1773.2, copies of the prevailing rate of per diem wages are on file with at the Public Works Office and may be reviewed upon request. In accordance with the provisions of Section 1774 of the Labor Code, the contractor to whom the contract is awarded, and any subcontractor under them, shall pay not less than the specified prevailing rates of wages to all workers employed in the execution of the contract. No bid will be considered unless it is made on a blank form furnished by the District Engineer and is made in accordance with the provisions of the proposal requirements and conditions set forth under the Standard Specifications of the State California, Department of Transportation, except as modified in the above referred to Special Provisions. No questions will be accepted after this deadline, and no questions will be answered by phone. A bid guarantee in the amount of 10% of the total bid shall accompany the bid. The successful bidder shall be required to furnish a Performance Bond in an amount equal to 100% of the contract price and a Labor and Material Bond in an amount equal to 100% of the contract price with good and sufficient surety. Each bidder must be licensed as required by law. The Contractor shall possess a Class "A" or "C-36" license at the time of contract award. The Contractor and Sub-Contractor shall be registered with the State of California Department of Industrial Relations (Public Works Contractor (PWC) Registration) at the time of bid opening. The primary objective of the project is to assemble a land disposal irrigation network or pipes, valves, fittings and spray guns to apply treated wastewater effluent on District owned property. Scope includes a buried tie-in with existing tar coated steel pipe, 6" aluminum transmission pipe, 6" fittings and valves, a Pond 1 transfer discharge connection with semi-rigid hose, 4" aluminum lateral pipe, 4" fittings and valves, concrete thrust restraint blocks, spray guns and appurtenances to make lateral connections, vegetative thinning of uplands for irrigation system maintenance and access, demolition, grading of access road bank transitions into the sprayfields, mobilization / demobilization and start-up / testing of the irrigation system. The Board reserves the right to reject any or all bids.
