The Board of Education of the Delaware County Intermediate Unit (DCIU) will receive sealed proposals from Energy Service Companies (ESCOs)for the implementation of Energy Efficiency Related Facilities Improvements per the Terms of Act 39 of 2010 and subsequent amendments of The Pennsylvania Guaranteed Energy Savings Act. Proposals are requested in two phases: Phase 1 RFQ response, and Phase 2 RFP response (at a subsequent date)All proposals must be in writing, signed and sealed, and plainly marked Folcroft Tech School GESA Project Proposal Price quotes shall remain firm for sixty (60) days from the date that the proposals are opened. The DCIU Board reserves the right to reject any or all proposals, or any items or parts thereof, or to make any decision that best serves the interest of the Board. If ESCOs find discrepancies in or omissions from the specifications or have doubt as to the meaning of the latter, they should immediately contact PHM Associates, Inc., 811 Woods End Ct., Collegeville, PA 19426 by emailing to phmassociates@verizon.net) in order that written correction or clarification may be sent to all bidders.
