The purpose of this Request for Proposal is to solicit competitive bids from firms that are qualified and capable to supply an assortment of goods and products needed by the Craven County Board of Education. Good/products that were routinely used in school buildings and classrooms throughout the district were damaged during Hurricane Florence in September of 2018. This occurred when roof structures failed and allowed rainwater to seep in the buildings. Damaged goods/products were inventoried at each school facility where the Principal in-charge determined water damage had occurred. A complete list of the goods/products to be procured by each school facility is shown in spreadsheets included in Attachment A. A Bid Schedule for each school location is provided and shows the good/products and quantities that shall be procured by this RFP. The items listed in the Attachment A-Bid Schedules shall not be deviated or substituted without express written permission by the Board. If the Bidder can provide a higher quality good/product or model that is updated, or has more features, then School System will consider substitution of such items. Any items that deviated from those listed in Attachment A-Bid Schedules should be noted with an explanation of why the item was deviated and how the item offered has improved quality or features over those shown in the Attachment A-Bid Schedules. No other persons in the Craven County Board of Education, or member of the selection committee shall be solicited or contacted for any purpose in relation to this REP. Any interested party breaching this "no-contact" requirement will be disqualified from further consideration. Bidders may not be withdrawn for a period of 90 days after closing date without the consent of the Craven County Board of Education. Craven County Board of Education reserves the right to reject any and all Proposals or parts thereof, to waive any irregularities or informalities in the Request for Proposals procedures and to award the contract in a manner best serving the interest of the School System. The Craven County Board of Education reserves the right to procure one or more vendors to provide the requested goods. This is a contract of convenience and the Craven County Board of Education may terminate the contract in part or whole, if it is determined to benefit the Board. There is no guaranty to vendors of the quantity of goods, either a minimum or maximum, that will be purchased. At the Boards discretion, it reserves the right to take the following actions in regard to this RFP for selecting a vendor or vendors: a). the Board may request additional information from any offeror b). the Board my use judgement in selecting the bidder that provides the greatest benefit in terms of quality cost, quality of goods, and/or expedient delivery time c). to reject any and all bids if it determines to be in the best interest of the Board d). to have discussions with any offeror that it deems necessary to get additional information or clarification in order to make selection e). to consider the proposed supply timeline f). to award a contract based on the initial bids received without discuss or without conducting further negotiation g). the Board does not guaranty any specific minimum quantity of goods/products that will be purchased; it may alter, add, delete, or modify the list of goods intended to be procured by this RFP if deemed necessary h). the Board shall not be deemed to have made final selection of a bid or bidders until a contract has been successfully negotiated and executed by the vendor and the Board i). the Board shall require that the successful bidder provide a proposed goods/product packing list or sheet identifying each item to be shipped to the School System including make/model, year model, and cost j). the Board may elect to have the goods/products procured by this REP delivered to one or more locations in the school district; prior to shipment/delivery, the bidder shall contact the Board for final instruction on where to ship all goods/products purchased k). this is a contract of convenience for the sole benefit of the Craven County Board of Education; the Board may terminate the contract at any time for cause or not for cause
