This contract shall include the design and construction of rehabilitation and retrofit work of an existing prestressed concrete water storage tank; including application of new coatings, concrete work, shotcrete restoration and removal and re-tensioning of prestressed strand, as well as installing approximately 370 LF of chain link fence. 1. Removal of Gunite and Upper Three (3) Tensioned Steel Strand Wraps 2. Design and Installation of Galvanized Steel Strand and Anchor System with Shotcrete Encapsulation 3. Leak Injection 4. Installation of Exterior Fiberglass Ladder 5. Tank Roof Exterior Coating 6. Installation of approximately 405 LF of chain link fence (and removal of existing fence) Qualifications and Experience for Reservoir Rehabilitation Contractor: The contractor shall be a specialist tank contractor experienced in the rehabilitation and construction of AWWA D-110 Type I tanks, with the following minimum experience: 1. Singular Responsibility: It is the intent of this specification to require single party responsibility for the design and the construction of the new prestressing system. The tank wall design and construction shall be performed by an established Tank Contractor of recognized ability, having at least ten (10) years of experience in the design, construction, and rehabilitation of prestressed concrete walls and roofs on tanks having an AWWA D110 prestressed concrete core wall. The design and construction of all aspects of the tank wall shall be performed by the Reservoir Rehabilitation Contractor. 2. All tank work shall be performed by a company that specializes in the design, construction, and rehabilitation of prestressed concrete tanks using the method of circumferential prestress reinforcing and with proven capability of meeting all the requirements of these specifications. No company is considered qualified unless it has designed and built at least five (5) prestressed concrete tanks in the last ten years and shall have rehabilitated at least five (5) prestressed concrete walls. Considered tanks shall be at least 0.5 MG, and at least two (2) shall be at least one (1) MG. 3. The Tank Contractor shall have in its employ or under sub-contract a design professional engineer with a minimum of ten years' experience, registered in the state of Oregon. The design engineer shall have been the engineer of record for a minimum of five (5) prestressed concrete tanks meeting AWWA D110-13, Type I standards, and the rehabilitation of AWWA D110 prestressed tanks, as required above. 4. The Tank Contractor shall have in its employ for this project a team consisting of a tank superintendent, project manager, certified shotcrete foreman, prestressing foreman, each of whom shall have rehabilitated or constructed a minimum of three prestressed concrete tanks with an AWWA D110 Type I core wall and a capacity of 0.5 MG or greater, with at least one of these having a capacity of 1.0 MG or greater. The Contractor shall submit seven days prior to bid opening experience lists confirming compliance with the above qualification and equipment criteria. Failure to submit any of the above requirements at least seven days prior to bid opening will cause the bid to be considered non-responsive and the bid will be rejected. Contractors with lesser experience than specified in Section 03100.1.02.A may be considered on a case-by-case basis. Any Contractor wishing to submit a bid with lesser experience must provide in addition to the required experience lists a letter requesting consideration despite lesser experience. This letter shall provide alternative experience for consideration or justification of why such alternative experience cannot be provided. The Engineer shall review the request and determine whether or not to waive the experience requirement and accept the bid. This decision shall be final and cannot be appealed. All work under this Contract must be substantially completed within 90 days of the Notice to Proceed.
