Kulshan Community Land Trust and Madrona Community Development are requesting qualified design teams to submit statements of qualifications to perform a limited scope of work that will include predesign and schematic design services to include site plan, floor plans, elevations, outline specifications, and preliminary cost estimates. The Whatcom project will be developed by a partnership among private and public sector agencies and funders, including the Kulshan Community Land Trust and Madrona Community Development, with predevelopment assistance from GS Consulting. The project will be located at (location to be disclosed later) in Whatcom County. The initial design concept includes nonresidential uses on the ground floor and residences on the three upper floors. Potential funding sources for this project may include: HUD HOME Investment Partnerships Program funds, Washington Housing Trust Fund, Early Learning Facilities (ELF) Funds, Federal Home Loan Bank funds, Washington Community Development Block Grant funds as well as private sources. As a result, one can anticipate that federal and state regulations for prevailing wage and other construction requirements will apply. State and federal equal opportunity and affirmative action requirements will apply to the selection process.
