Fort Supply Lake - Supply Park Road This acquisition is solicited as 100% Service Disabled Veteran Ow ned (SDVOSB) set-aside. The NAICS Code for this project is 237990 Other Heavy and Civil Engineering Construction Size Standard: $39.5 million is $39,500,000.00. Also see FAR 36.204. In accordance w ith FAR 36.204, the magnitude of this construction contract is Betw een $250,000 and $500,000. The government POC for this requirement is Mr. Terry Haw kins, Contract Specialist: (email) Terry.L.Haw kins@usace.army.mil (phone) 918-669-7022 SCOPE This section provides general requirements for the work to be performed at Fort Supply Lake, Oklahoma. See Summary of Work below for a general list of items of work. See the specifications and drawings for detailed requirements. This project will be a total turn-key contract with all work being performed by the Contractor. The Contractor shall provide all plant, materials, equipment, labor, instruments tools, subcontractors, supervision, management, and travel necessary to complete all work in accordance with this summary of work, the attached drawings, the specifications, and all other contract documents and requirements. The Government will provide no materials, equipment, or labor. Where contract documents and criteria appear to be in conflict, the Contractor shall consult the Contracting Officer (CO) or Administrative Contracting Officer (ACO), as applicable, for clarification before beginning any work. EXPLANATION OF CONTRACT AUTHORITY AND RELATIONSHIPS The U. S. Army Corps of Engineers (USACE), Tulsa District will award and administer this contract and shall be the sole authority to interact contractually with, direct, and provide oversight to the Contractor. References to any other organization or entity directing, authorizing, approving, or in any other way contractually interacting with the Contractor shall denote such action by the designated representative(s) of the Contracting Officer, USACE, Tulsa District. REFERENCES The publications listed below form a part of this specification to the extent referenced. The publications are referred to in the text by basic designation only. U.S. ARMY CORPS OF ENGINEERS (USACE) EM 385-1-1 (2014) Safety and Health Requirements Manual SUMMARY OF WORK In general, this project consists of the following summarized components: Demolition and removal of existing subgrade, aggregate base, and asphalt pavement materials and disposal of same off Government property; Construction of new asphaltic concrete and precoated chip seal pavement including sawcutting of existing pavements, excavation of materials, compaction of subgrade, ODOT Type A aggregate base, prime coat, tack coat, 3" Type S4 PG64-22 asphaltic concrete pavement, and precoated chip seal paving. WORK SAFETY All work shall be performed in accordance with EM 385-1-1 dated 30 November 2014 and all subsequently issued interim changes and errata and other references as listed herein. Matters of interpretation of the safety standards shall be submitted to the ACO for resolution before starting work. Where the regulations conflict, the most stringent requirements shall apply. The Government stresses the importance of safety on all USACE job sites. If safety violations occur, all work shall cease immediately and no work will resume until all safety violations are corrected. Lost time for safety violations will not be subject to time extensions for contract completion. PUBLIC SAFETY All existing Public Use Areas (PUAs) including picnic/day use areas, public beaches, camping areas, boat ramps, courtesy docks, etc. will remain in service and available to the public during construction. The Contractor's work plan, traffic control plan, and construction methods shall be developed and executed with the understanding that public safety will not be compromised. The Contractor shall plan and execute the work to maintain public safety during both active work periods and periods when the Contractor or Government personnel will not be present. The Contractor shall leave the work areas daily in such a manner that public safety is maintained during non-work periods.
