Site work for a playground / park / athletic field in Raleigh, North Carolina. Working plans call for site work for a playground / park / athletic field.

No definite date for the rebid.** Furthermore, the Citys goal is to contract or sub-contract fifteen percent (15%) of the contract amount to Certified MWBEs The City of Raleigh (COR) Parks, Recreation and Cultural Resources is solicitating bids from one or more firm(s) with which to contract for the following services: Provide all materials and labor necessary to remove existing natural turf grass and install complete artificial grass system inside the playground at John Chavis Memorial Park. Total square footage is approximately 8,150 square feet. Installation will be delayed until after November 1, 2022. Pages PF-1 to PF-9 and MWBE pages 14 and 15 must be completed and emailed before bidding due date and time. Email to Luke.Wallenbeck@raleighnc.gov. Turf grass shown with concrete border is the area to be replaced by artificial grass system. New installed artificial grass system must meet existing curbing with a smooth and consistent transition. The undersigned bidder has carefully examined the Form of Contract, the Form of Contract Bonds, the General Conditions, the Supplementary Conditions, the Plans and Specifications, all of which are acknowledged to be part of the proposal and the Proposal Form, and the Bidder has also carefully examined the site of the proposed work. The undersigned further agrees to sign a Contract for all or part of the work determined by the approval of the City Council based upon the below amount, if offered within ninety (90) days after receipt of Bids, and to furnish surety as specified, upon failure to do so, agrees to forfeit to the Owner, attached cashier's check, certified check, or Bid Bond in the amount of the bid. Pursuant to NC General Statutes 143-129 Procedure for letting of public contracts, the bidder shall provide a bid bond in the amount of equal to not less than five percent (5%) of the proposal for construction or repair work in an amount equal to or more than five hundred thousand dollars ($500,000) or purchase of apparatus, supplies, materials, or equipment in an amount equal to or more than ninety thousand dollars ($90,000). The Bidder further agrees to provide and furnish all necessary materials, equipment, machinery, and labor necessary to complete the construction of the work in full, in complete accordance with the plans and specifications and the contract documents to the full and entire satisfaction of the City of Raleigh and in accordance with these documents within the time limit specified. NC GS143-128(d) requires all single prime bidders to identify their subcontractors for the above subdivisions of work. A contractor whose bid is accepted shall not substitute any person as subcontractor in the place of the subcontractor listed in the original bid, except (i) if the listed subcontractor's bid is later determined by the contractor to be nonresponsible or non-responsive or the listed subcontractor refuses to enter into a contract for the complete performance of the bid work, or (ii) with the approval of the awarding authority for good cause shown by the contractor. Pursuant to General Statues of North Carolina Section 143-128 and 143-131 and to City policy, the City of Raleigh encourages and provides equal opportunity for Certified Minority and Woman-Owned Business Enterprise (MWBE) businesses to participate in all aspects of the City's contracting and procurement programs to include - Professional Services; Goods and Other Services; and Construction. The prime contractor will be required to identify participation of MWBE businesses in their proposal, and how that participation will be achieved. Furthermore, the City's goal is to contract or sub-contract fifteen percent of the contract amount to Certified MWBEs on construction projects over $300,000, or with contracts that include $100,000 or more in state funding (Note this project has no state funding). The goal breakdown is 8% for minorities and 7% for non-minority females. Execute fully the nondiscrimination clause and appropriate affidavits. The goal of the project is to install artificial turf inside of the existing playground at John Chavis Memorial Park. The playground has a natural grass area of approximately 8,150 square feet that was just opened to the public in June of 2021. The City needs a more durable surface to withstand high frequency and high intensity all-day use. Installation will be delayed until after November 1, 2022. Bid pricing must account for that delay. Notice to Proceed issue date will be discussed with awarded bidder to ensure proper timing of material ordering to meet November installation goal. The scope of work for this project requires the Contractor to furnish all materials, equipment and labor necessary to do the following: Remove existing natural grass and soil to a full depth of six (6) inches. Install #78 Washed Stone (1/2" to 3/8") graded and compacted to finished grade. Artificial grass system installation over compacted stone base to be seamed together, and secured in place providing a consistent surface free of any tripping hazards, changes in density, visible seams or staples. Site must be protected throughout the duration of the project with 6' chain-link fence. Existing surfaces including parking lot, concrete curbing and sidewalks, landscape beds, plant material, play equipment, perimeter fencing, and site furnishings must be protected. Any damage to existing site shall be resolved to the City's satisfaction and at the Contractors expense. Close coordination with staff required to maintain the safety of the park users and minimize conflicts between patrons and Contractor. Contractor to maintain a clean working area and dispose of their own materials by hauling off site or using their own dumpster. The City will not provide a dumpster for Contractor use. Contractor responsible for cleaning up any soil, stone, or trash from area outside of the construction site on a daily basis. Contractor to protect laydown area for material stockpiles to ensure that existing surfaces are not damaged or marked. Contractor to coordinate progress meetings at milestones set during preconstruction meeting. After final clean up Contractor will coordinate a Punch Walk and Final Walk Through with the City.
