Provide a Traffic Study, Truck Restriction Report, and other required services as outlined in the TDOT Truck Route Restriction Guidelines 2019 - Process for Local Governments to Restrict Trucks on National Network (Hwy 127). The city wishes to restrict truck traffic on Highway 127 thru the downtown area of Crossville, Tennessee, and route the truck traffic along Miller Ave (SR# 392) from Highway 127 on the north side of downtown to Highway 127 on the south side of downtown and using Miller Avenue as a truck bypass route. Services to be included are as follows: o Provide the City with a contract that meets all requirements of this project. o Attend and coordinate a kick-off meeting with City Staff in order to clarify the City's requirements for the project. o Provided all required services for an approved truck bypass permit as outlined in the TDOT Truck Route Restriction Guidelines 2019 - Process for Local Governments to Restrict Trucks on National Network which may or may not include the following; Prepare a Draft Truck Restriction Ordinance or Resolution Prepare Initial Study. Assist the City with the Public Review and Comment Period Requirements. Prepare a Final Truck Restriction Report. Prepare a Final Truck Restriction Ordinance or Resolution Assist the City with TDOT and FHWA Other required services outlined in the TDOT Truck Route Restriction Guidelines 2019 o Provide City with a Traffic Plan showing signing requirements for the Truck Restriction and Truck Routing Each submission will be evaluated according to the following criteria: 1. Specialized experience or technical expertise of the firm in connection with the type of services to be provided. 2. Past record of performance on contracts with the community and other clients including quality of work, timeliness, and cost control. 3. Familiarity with the type of problems applicable to the project. 4. Familiarity with local conditions. 5. List of similar projects and/or studies that have received TDOT approval The method of Contractor Selection has not been Determined at this time
