Contractor shall provide all labor, materials, equipment and technical supervision needed in order to provide the services as specified herein. The purpose of this conference is to allow potential bidders an opportunity to view the work site, present questions and obtain clarification relative to any facet of this solicitation. Due to the importance of all bidders having a clear understanding of the specifications/scope of work and requirements of this solicitation, attendance at this conference will be a prerequisite for submitting a bid. Bids will only be accepted from those bidders who are represented at this pre-bid conference. Attendance at the conference will be evidenced by the representative's signature on the attendance roster. No one will be admitted after 10:00 AM. Bring a copy of the solicitation with you. Any changes resulting from this conference will be issued in a written addendum to the solicitation. Award of the contract shall be made to the lowest responsive and responsible bidder that is a DSBSD-certified micro business if such a bid is received, provided that the bid is less than $10,000 and the agency in its sole discretion determines that the bid price is fair and reasonable. Otherwise, award of the contract shall be made to the lowest responsive and responsible bidder that is a DSBSD-certified small business if such a bid is received, provided that the bid is not more than $100,000 and the agency in its sole discretion determines that the bid price is fair and reasonable. If, in the agency's opinion, the criteria in the previous two sentences are not present, then award shall be made to the lowest responsive and responsible bidder of any size, provided the agency in its sole discretion determines that the price is fair and reasonable. If applicable, unit prices, extensions and grand total must be shown. In case of arithmetic errors, the unit price will govern. If cash discount of prompt payment is offered, it must be clearly shown in the space provided. Discounts for early prompt payment will not be considered in making awards. The State reserves the right to reject any and all bids in whole or in part, to waive any informality, and to delete items prior to making an award. Any bid in response to this solicitation shall be valid for (30) days. At the end of the (30) days the bid may be withdrawn at the written request of the bidder. If the bid is not withdrawn at that time it remains in effect until an award is made or the solicitation is canceled. The contractor shall be responsible for completely supervising and directing the work under this contract and all subcontractors that he may utilize, using his best skill and attention. Subcontractors who perform work under this contract shall be responsible to the prime contractor. The contractor agrees that he is as fully responsible for the acts and omissions of his subcontractors and of persons employed by them as he is for the acts and omissions of his own employees. Contractor shall: 1.1 Conduct infrared scanning of all electrical panels, breakers and equipment (Attachment A) in the Administration Building and Flight Services Building. 1.2 Inspect all circuit breaker cases for cracks or other defects. 1.3 Inspect all circuit breakers for proper mounting. 1.4 Exercise all breakers and switches to ensure smooth operation. 1.5 Check the security of all connections and tighten all loose connections. Verify tightness of accessible bolted electrical connections by calibrated torquewrench method. 1.6 Inspect electrical contact points and arc chutes in unsealed units and open disconnects. 1.7 Equipment to be scanned shall be energized and under adequate load when scanned; ideally this is normal operating load. 1.8 The contractor is responsible to remove and replace panel covers, and open and close equipment covers/doors as needed to perform this work. Provide a full report (one pdf and one paper copy with color pictures) with documentation of the infrared scans, to include but not be limited to: 2.1 Pictures of all equipment on which infrared scanning was performed. 2.2 Pictures of scan for all equipment scanned, noting any items which were corrected during inspection and all items requiring further attention. 2.3 Include maximum and individual component temperatures (in Fahrenheit) and infrared equipment information such as: Image Camera Type, Date, Image Time, Emissivity, Reflected Temperature, Object Distance, etc. 2.4 Describe any critical conditions including recommendations for corrective action. 2.5 Include individual cost estimates to correct each deficiency identified during the inspection and infrared scanning that requires further attention, and the cost to perform a second scan, if needed, of that item to ensure the cause of the deficiency has been resolved. 3.1 Visually inspect the interior areas of panels, disconnects, etc. for cleanliness. 3.2 Clean/vacuum all enclosures as needed to remove dust and debris. Visually inspect all electrical equipment enclosures for openings and safety hazards. 3.3 Verify all panel schedules are in place. 3.4 All work shall be performed in compliance with the National Electrical Code (NEC). 3.5 All work shall be performed by an electrician licensed by the Commonwealth of Virginia. Contractor shall hold a Commonwealth of Virginia Contractor's License with an Electrical (ELE) Specialty. 3.6 All work shall be performed with no interruptions to normal business operations and outside of normal business hours (7 AM to 5 PM, Monday through Friday). 3.7 Work shall be completed in as timely a manner as possible. Contractor shall indicate their availability to start, and the number of calendar days required for completion of all work (upon receipt of an order).
