The work to be done includes upgrading SCADA (supervisory control and data acquisition) system hardware and software for Hamilton Field Storm Water Pump Stations 1 and 2. Bids are required for the entire work described in Request for Proposal documents. This contract is subject to state contract nondiscrimination and compliance requirements pursuant to Government Code, Section 12990. The City of Novato hereby notifies all bidders that it will affirmatively insure that in any contract entered into pursuant to this advertisement; small business and disadvantaged business enterprises will be afforded full opportunity to submit bids in response to this invitation. Bidders are encouraged to contact small businesses and disadvantaged business enterprises for subcontract work that they might otherwise perform with their own forces. The successful selected Contractor will be asked to enter an agreement that is subject to the requirements of the prevailing wage laws, including, but not limited to, California Labor Code Section 1720 et seq., and California Labor Code Section 1770 et seq., as well as Code of Regulations, Title 8, Section 16000 et seq., which require payment of prevailing wage rates and the performance of other requirements on certain "public works" and "maintenance" projects. Attention is directed to the Novato minimum wage rate requirements. If there is a difference between the Novato minimum wage rate and the general prevailing wage rates determined by the Director of the California Department of Industrial Relations for similar classifications of labor, the Bidder and subcontractors shall pay not less than the higher wage rate. The bidder shall be registered with the Department of Industrial Relations (DIR) as a Janitorial Service Provider or have the ability to register within 90 days of being awarded the contract. The City reserves the right to reject any and all bids, to waive any informality in a bid, and to make award as the interests of the City may require. The contract agreement will not be signed by the City Manager until the Contractor provides a copy of a current City of Novato business license.
