All work must be in accordance with PA Department of Transportation Publication 408 (latest edition). All bid proposals must be submitted on Pennbid and must be accompanied by a Certified or Bank Check; or Bid Bond naming as payee or obligee, as applicable, the Monroe Township Supervisors, in the amount of ten percent (10%) of the total amount of the bid. A Public Works Verification Form must also be submitted. The Successful Bidder will be required to furnish Performance Bonds and Payment Bonds, each of said bonds to be in the amount of one hundred percent (100%) of the Contract Price, and shall be executed by such sureties as are named in the current list of "Companies Holding Certificates of Authority as Acceptable Sureties on Federal Bonds and as Acceptable Reinsuring Companies" as published in Circular 570 (amended) by the Audit Staff, Bureau of Government Financial Operations, U.S. Treasury Department and shall be acceptable to the Monroe Township Supervisors. All bonds signed by an agent must be accompanied by a certified copy of such agent's authority to act. The Contractor also will be required to furnish evidence of insurance coverage as required by the bidding documents. CLARIFICATION DEADLINE 8/15/2022 12:00 PM Bids for Contract 03-2022 will be opened and available on PennBid on Friday, August 19, 2022 at 11:00 A.M. All bids will be reviewed and awards will take place at the regularly scheduled meeting of the Monroe Township Supervisors on Tuesday, August 23, 2022 at 7:30 P.M. The Board of Supervisors reserve the right to accept and/or reject all or any submitted bids as a complete bid package or as individual bids. Bids may be held by the owner for a period not to exceed 45 days from the date of opening bids for the purpose of reviewing the bids and investigating the qualifications of bidders, prior to awarding the contract. This project shall include the removal of three corrugated metal pipes, approximately 2'x4' each, placement of one 48" SLCPP, backfill per the cross-section details and place asphalt pavement, including at the railroad crossing. Items shall include, but are not limited to the following: o Remove and dispose of all demolition materials, including materials removed for the railroad crossing reconstruction. Removal of materials shall include layback of the trench to comply with OSHA regulations. o Mill limits of asphalt overlay and as necessary at railroad crossing. o Place 50 linear feet of 48" SLCPP within the trench excavated for removal of CMPs on prepared grade. o Place compacted 2A subbase around the pipe as applicable. Subbase should be used full depth under roadway, but suitable for earthen fill is acceptable outside of the driven area. o Place topsoil on the embankment area and seed/mulch. o Place 2A subbase to appropriate grade on all roadway areas in preparation for asphalt base material. o Place base course asphalt over trench area and railroad track area. o Place wearing course asphalt overlay to paving extents. o Place 3-foot 2A shoulders, each side. Items that should be noted: o Proper E&S Pollution Controls are incidental to the project. o North Shore Railroad will be responsible for demolition of the roadway and deteriorated crossing 15' in each direction from the center of the track. North Shore will be responsible for all repairs necessary to the integrity of the tracks and ties. The Contractor shall be responsible for coordination with the paving section through that area. o River Road may be closed to through traffic as necessary. Road closure may not occur prior to September 30, 2022. o Contractor is responsible for coordinating construction schedules with North Shore Railroad.
