Renovation of a fire / police facility in Rockledge, Florida. Working plans call for the renovation of a fire / police facility.

As of February 7, 2023, in order to meet current FEMA requirements, the owner will be placing the project back out for bid, however, a firm timeline has yet to be determined. As a Hazard Mitigation Grant Program (HMGP) project, the Contractor shall provide wind protection and backup power to Fire Station #35 located at 1800 Rockledge Boulevard, Rockledge, Florida 32955, and Fire Station #37 located at 3500 Murrell Road, Rockledge, Florida 32955. The HMGP project proposes to upgrade the bay doors, windows, and all other openings with impact-resistant products and to bring the roofs up to the current code requirements for both fire stations. Backup power for these two facilities is also proposed by purchasing and installing two (2) 125kW generators, one at each location, or generators of adequate size determined by the vendor and/or an electrical engineer during the bid process to appropriately support Fire Station #35 and Fire Station #37. The generator for Fire Station #35 is to be powered by diesel fuel and shall have its own dedicated, above ground fuel tank. A modification request was submitted to FEMA on June 29, 2022 for a natural gas generator to be installed. Please provide bid information for both diesel and natural gas in the event that the modification is denied. The generator for Fire Station #37 shall be natural gas and connected to the city's natural gas pipeline. The generators shall be installed with all new accessories necessary for their operation. Structural and engineering are the responsibility of the bidder. The work consists of furnishing all material, labor, and equipment necessary for constructing FIRE STATION HARDENING, WIND RETROFIT AND GENERATOR INSTALL. All work is to be done in accordance with the plans and specifications enumerated in the grant package. The existing build-out plans for Fire Station #35 and Fire Station #37 will be made available for review during the bid process for structural and engineering review. Please note that this is a FEMA reimbursable project. All requirements under 2 CFR 200 apply and will be incorporated under the contract. Refer to Division H. This project will also include the interior remodeling of Fire Station #35 and interior remodeling/room addition at Fire Station #37. The remodeling project will be completely separate from the FEMA grant funded project work and will be billed separately, but work will occur concurrently on both projects. The Contractor will be required to provide a list of Subcontractors and the value of each Subcontractor's portion of the work. The successful bidder must be able to show a past history of successfully completed Commercial, Government or Industrial Installation of Bay Doors 12'x12' or larger, Entry/Exit Doors, Impact Resistant Windows, and Intake/Exhaust Louvers installations in which all products mentioned meet required impact ratings as provided in the invitation to bid and Florida building code. Only questions answered by formal written addenda will be binding. Formal addenda will be issued no later than seven (7) days prior to the submittal deadline. Oral and other interpretations or clarifications will be without legal effect and shall not be relied upon by Bidders in submitting their bids. Bids must be accompanied by a cashier's check or bid bond in an amount not less than five percent of the total bid. Bid bonds shall be countersigned by an agent having an established place of business in the State of Florida. No bid may be withdrawn for a period of 55 days after the scheduled closing time for receipt of bids. Bidders must include one original and one copy of their submitted bid package. The Contractor must ensure that employees and applicants for employment are not discriminated against because of their race, color, religion, sex or national origin. Minority and female owned businesses, as well as labor surplus area firms are strongly encouraged to apply. The City of Rockledge is an equal opportunity employer. A person or affiliate who has been placed on the convicted vendor list following a conviction for a public entity crime may not submit a bid on a contract to provide any goods or services to a public entity, may not submit a bid on a contract with a public entity for the construction or repair of a public building or public work, may not submit bids on leases of real property to a public entity, may not be awarded or perform work as a contractor, supplier, subcontractor, or consultant under a contract with any public entity, and may not transact business with any public entity in excess of the threshold amount provided in Section 287.017, for Category Two for a period of 36 months from the date of being placed on the convicted vendor list. An entity or an affiliate that has been placed on the Discriminatory Vendor List may not submit a bid, proposal or reply on a contract to provide any goods or services to a public entity; may not submit a bid, proposal or reply on a contract with a public entity for the construction or repair of a building or public works; may not submit bids, proposals, or replies on leases of real property to a public entity; may not be awarded or perform work as a contractor, supplier, subcontractor, or consultant under a contract with any public entity; and may not contract business with any public entity. The City of Rockledge reserves the right to reject any and all bids, with or without cause, to waive technical errors and informalities, and to accept the bid, which in its judgment, best serves the City.
