Job No. P-91-002-23, Phase I Engineering Project, I-290, Cook County, Region One/District One This project requires 18% DBE participation, or if the contract goal is not met, documented evidence of good faith efforts. The Complexity Factor for this project is 0.035. The Consultant who is selected for this project and all Subconsultants the Prime Consultant will be using are scheduled to attend an initial meeting on October 26, 2022, at 1:00 PM at the Region One/District One Office in Schaumburg. Phase I engineering services are required to update previously completed preliminary engineering and environmental studies for the reconstruction of I-290 from west of US 12/20/45 to Racine Avenue processed as an Environmental Impact Statement, which includes upgrades to CTA facilities. The anticipated work consists of performing an update of the approved Final Environmental Impact Statement/Record of Decision (FEIS/ROD) which may include but is not limited to refining the selected managed lane alternative. The work may also include all related effort necessary to complete a Supplemental Environmental Impact Statement (SEIS), requiring preparation of a Combined Design Report, development of grant proposals, constructability review and construction contract sequencing. A key planning tool will include a public involvement program based upon the principles of Context Sensitive Solutions. Additionally, services may require architectural reviews and coordination of CTA stations and facilities on the Forest Park Branch of the CTA Blue Line for planned capital projects, including site inspections, review of historic landmarks/areas, and documentation of the findings to present to the Federal Transit Administration (FTA) and/or Federal Highway Administration, Illinois Historic Preservation Agency (SHPO), or other interested agencies. The completion date for this contract will be 36 months after authorization to proceed The Prime firm must be prequalified in the following categories to be considered for this project: Location Design Studies (Reconstruction/Major Rehabilitation) Environmental Reports (Environmental Impact Statement) Statements of Interest, including resumes of the key people noted above, must be submitted electronically to the Central Bureau of Design and Environment through the Engineering Prequalification and Agreement System (EPAS).
