WINDOW REPLACEMENT AT GLEN MEADOW MIDDLE SCHOOL & VERNON TOWNSHIP HIGH SCHOOL Description of Contract: Single Overall Contract. The Bid Documents have been prepared by the firm, EI Associates, Architects & Engineers, PA. 8 Ridgedale Avenue, Cedar Knolls, NJ 07927. Telephone Number (973) 775- 7777. Commencing August 5, 2022 copies of said documents may be examined from 9:00 am to 4:00 pm Monday through Friday, at EI Associates, 8 Ridgedale Avenue, Cedar Knolls, NJ 07927. Bids must be submitted in both paper and in electronic format (on a USB drive) in a sealed envelope and delivered to the Office of the School Business Administrator/Board Secretary of the Vernon Township Board of Education at 625 County Road 517, Vernon, NJ 07462, on or before the date and time indicated below. The envelope to bear the following information: Title: Window Replacement at Glen Meadow Middle School and Vernon Township High School Bid No. 23-04 Name and Address of the Bidder Bid Date: Wednesday, September 7th, 2022 Bid Opening Time: 11:00 a.m. Location of Bid Opening: Vernon Township Board of Education 625 County Road 517 Vernon, NJ 07462 No bids shall be received after the time designated in the advertisement. (N.J.S.A. 18A:18A-21(b)). The Board of Education does not accept electronic (e-mail) submission of bids at this time. As Bid security, each Bid shall be accompanied by a certified check or Bid Bond made payable to the Owner, in accordance with the amounts and terms described in the INSTRUCTIONS TO BIDDERS. "Bidders are required to comply with the requirements of N.J.S.A. 10:5-31 et seq. and N.J.A.C. 17:27 et seq." Bid proposals for the above Contract will be received from Bidders registered with the Division of Revenue and Department of Labor. All Bidders proposing to Bid shall be classified in accordance with N.J.S.A. 18A:18A-27, as to the character and amount of public work on which they shall be qualified to submit a Bid by the Department of Treasury, Division of Property Management and Construction (DPMC). Bidders shall submit with the Bid current prequalification certificates issued by the DPMC for one of the following classifications: General Contractor with a Classification of C008 General Construction, or General Contractor with a Classification of C009 General Construction/Alterations and Additions Each Bidder shall also be registered pursuant to the Public Works Contractor Registration Act, N.J.S.A. 34:11-56.48 et seq. and shall provide a valid and current registration certificate with its Bid as to the bidder and all subcontractors. Any Bid submitted without a copy of valid and active prequalification/classification certificates may be rejected as non-responsive to the Bid requirements. Each Bidder shall submit with its bid, a Consent of Surety as per N.J.S.A. 18A:18A-25 from a Surety company licensed to write business in the State of New Jersey, stating that the Surety will provide the successful bidder and its subcontractors with a performance/payment bond in the full amount of the contract. The Vernon Township Board of Education requires that all Bids shall comply with the bidding requirements specified in the INSTRUCTIONS TO BIDDERS. The Vernon Township Board of Education may waive informalities in Bids in accordance with the law. The Vernon Township Board of Education also reserves the right to reject any and all Bids in accordance with the law. All Bidders must submit a Business Registration Certificate and a Political Contribution Disclosure Form with their Bid Package. Bidders shall submit a statement pursuant to N.J.S.A. 52:25-24.2 setting forth the names and addresses of all persons and entities that own ten percent or more of its stock or interest of any type at all levels of ownership. A Non-Collusion Affidavit and a Contractor Questionnaire/Certification also must be submitted with the bid. The bid package will also include other documents that must be completed and returned with the bid. Failure to comply with Instructions to Bidders and to complete and submit all required forms, may be cause for disqualification and rejection of the bid. All Bidders must comply with N.J.S.A. 18A:18A-20 "American Goods and Products to be used where possible." Bidding shall be in conformance with the applicable requirements of N.J.S.A. 18A:18A-1 et seq., pertaining to the "Public School Contracts Law. All Bidders are placed on notice that they are required to comply with all requirements of the Laws Against Discrimination, N.J.S.A. 10:2-1 et seq. and the Affirmative Action Regulations, N.J.S.A. 10:5-31 et seq. and N.J.A.C. 17:27 and provide the appropriate documentation. Bidder, at the time of the Bid submission, may not be included on the State Treasurer's or the Federal Government's List of Debarred, Suspended or Disqualified Bidders as a result of action taken by any State or Federal agency. Submission of a Chapter 271 Political Contribution Disclosure Form and Disclosure of Investment Activities in Iran form are required at the time of the Bid submission. The Board of Education recognizes its obligation as it pertains to the Stevens Amendment, Section 8136 of the Department of Defense Appropriations Act (P.L. 104-134, Sec.507) approximately 23% of the total cost of this project will be financed through the federal ARP ESSER Grant. All work specified in this Contract shall be complete by August 25, 2023. In the event the project is not completed and the building ready for reoccupancy on the completion date established in the contract documents, the Contractor shall pay the Owner the sum five hundred dollars ($500.00) Dollars as liquidated damages, not as a penalty for each calendar day the project is delayed beyond the time permitted in the Contract.
