The City of Cleveland, Tennessee is soliciting qualifications from Tennessee-registered design professionals for engineering and design-related work for stormwater improvements and roadway improvements in the 20th Street NE and Michigan Avenue Road area. The City finds that the project area is experiencing continued urban growth with complex and interrelated stormwater and transportation issues that need to be addressed in a coordinated manner. Transportation and stormwater systems in the project area require coordinated planning and design to protect water quality and mitigate flooding of Little Chattata Creek. Cleveland seeks to develop a project plan that prioritizes stormwater needs affecting Little Chattata Creek while providing needed transportation improvements within the project area. The stormwater aspects to be addressed by the plan include those within the road ROW and other significant nearby stormwater features east of Norfolk Southern Railway, with an emphasis on how these might be addressed by Green BMPs identified by TDEC. Cleveland is seeking funding for stormwater aspects of the project from the Tennessee Department of Environment and Conservation (TDEC) Tennessee Water Infrastructure Investment Program (WIIP) and the consultant will prepare materials for the application that is due November 1, 2022 including a preliminary engineering study. Roadway work will encompass a section of Michigan Avenue Road on either side of 20th Street NE, and 20th Street NE from Michigan Avenue Road to Old Tasso Road. Consultant will also prepare a conceptual plan and planning level cost estimate leading to a refinement of the project scope and leading to plans for ROW acquisition, construction plans and bid documents, and engineering inspection during construction.
