Renovation of a playground / park / athletic field in Loleta, California. Completed plans call for the renovation of a playground / park / athletic field.

1. GENERAL: 1.1. The US Fish and Wildlife Service, Region 8, Humboldt Bay National Wildlife Refuge Complex (NWRC, Refuge), has a request for construction services for renovation and repair work. 1.2. The Refuge is a multipurpose facility providing work and living space for its employees and a Visitor Center for the public. The Refuge is requesting construction services for the repair and replacement of specific building components. 1.3. The Contractor shall provide all materials, equipment, supplies, and labor required to accomplish all tasks as outlined below. 2. PLACE AND PERIOD OF PERFORMANCE: 2.1. Humboldt Bay National Wildlife Refuge Complex Office, 1020 Ranch Road, Loleta CA 95551 and housing quarters,1603 Hookton Rd, Loleta, CA. Contract is for delivery and support with the exception of any required pre-configuration off-site in order to minimize down-time at the office during installation. Scheduling of repair and replacements will be prioritized with technical coordinator based on this. 2.2. Contractor shall begin work within 10 days of the notice to proceed and complete within 70 days following the notice to proceed. Contractor shall complete work no later than 09/30/2023. The work window shall be no longer than 60 days for office work and no longer than 10 days for the roof repairs option (if exercised). The Notice to Proceed is anticipated to be issued on or around 10/15/2022 2.3. Normal duty hours Monday thru Friday 8:00 a.m. - 5:00 p.m. In the event of emergencies, contractor and/or manufacturer shall provide contact information. 2.4. Non-duty hours include weeknights, weekends, and Government holidays (New Year’s Day, Martin Luther King Day, President’s Day, Memorial Day, Fourth of July, Labor Day, Columbus Day, Veterans Day, Thanksgiving and Christmas). SCOPE: The Scope of Work includes the repair or replacement of the items mentioned below. The project contractor will be responsible for all aspects of the project including, but not limited to, the acquisition and transport of all equipment and materials, as well as the oversight of labor and construction standards necessary to: 3.1. Base Bid Item – Visitor Center: Update flooring, replace windows, paint interior walls; 3.1.1. Flooring: The current flooring in all rooms except the multi-purpose room, storage areas, closets, public restrooms, and/or mechanical rooms will be removed and disposed of in accordance with current laws and policies. The offices will be re-carpeted per specs below. The linoleum and associated osb/plywood that the linoleum tile is attached to will be removed to exposed the concrete subfloors. Concrete subfloors in the lobby, corridor, bathrooms, and breakroom will be resurfaced, stained, and polished. Color and patterns of the carpet and concrete staining will be chosen and finalized by the Refuge Manager. See Building Drawings for office sizes and room finish schedule to identify which rooms need to be re-carpeted or have the concrete refinished. 3.1.1.1. Re-carpet Offices: Offices will be re-carpeted with ultra-durable, high traffic, stain-resistant, low pile and low maintenance commercial broadloom carpet. Finished product will be durable, wall to wall, smooth, uniform and seamless in appearance with seams aligned and finished per manufactures recommendations. Where seams are required, they will be placed in lower traffic areas. A seam diagram is requested. Prior to installation of new carpeting, a moisture test will be performed on the concrete. A separate option bid item will be included if sealing of the concrete is required. Carpet adhesives will be low VOC. 3.1.1.2. Stain and Polish Concrete: Finished product will be durable, smooth, and low maintenance with no requirement for repeated applications of waxes, coatings, or sealants. Adjacent floorboards, built-in fixtures, appliances, furniture, and similar will be masked and prepped to ensure protection during the concrete restoration process. Prepped concrete surface will be smooth and clean to meet industry standard necessary to achieve successful densification, staining, and polishing of a concrete floor. This may include the removal of any articles adhered to the concrete, filling of cracks, holes or other surface imperfections, and removal of thresholds. Contractor will determine best methods and products for prepping, cleaning, densifying, staining (acid-based preferred), sealing, and polishing concrete that meet performance standard of a highly durable, low maintenance, polished concrete floor for an industrial office setting. Methods and products must meet industry standards for a commercial office with medium to high foot traffic. Contractors must follow manufactures recommendations for process and product use. Area can be estimated based on Building Drawings. Contractor is responsible for confirming total area of concrete restoration. Photos provided to show examples of targeted finish. 3.1.1.3. Linoleum Removal: The current linoleum flooring is on top of ¼ inch OSB or plywood. Removal of this material to expose concrete subfloors will create ¼+ inch gaps or lips under currently existing wooden baseboards, installations, and some doorway trims and thresholds. Gaps will be filled in the following way: • Wood baseboards: The gap created under current baseboards will be filled with ½ inch round. This will be stained and finished to match the current baseboards. The baseboards consist of redwood with new materials matched accordingly. • Thresholds: A lip will be created between the door thresholds and concrete when the concrete floor is exposed and finished. New ADA compliant thresholds will be installed to cover the transition between two uneven surfaces and the concrete. Thresholds need to be designed for a commercial office setting, be highly durable, easy maintenance, and match materials found in the office. The thresholds must not exceed a height which would impede door function or cause a trip hazard. • Doorframes: The doorframes that are along the hallway corridors and lobby will be left with a gap when the concrete floors are exposed. Contractor is responsible for coming up with a solution that will fill the gaps in a uniform, aesthetically acceptable manner. This could include fabricating thresholds to fill these spaces, color match caulking, molds, fit casing, and/or extension of the redwood baseboards. Final solution will be approved by Refuge Manager or technical coordinator. • Vinyl baseboards: The vinyl baseboards under installations, installed cabinetry (lobby and breakroom), and in the staff bathrooms will be replaced with like material once concrete floors have been finished. This new material should completely fill the gap between the concrete floors and the bottom on the installations or cabinetry. For the restrooms, the material should be wide enough to cover any wall marks left by removing the old vinyl baseboards or walls will need to be patched, sanded and textured to match existing walls to ensure a uniform appearance. The width will depend on the location of the replacement. Old materials may be reused if wide enough, in reusable condition, and can blend with new materials. • Industry standards will be adhered to for carpentry work in terms of construction, fabrication, and patching to ensure seamless appearance of new to old materials. New materials will be matched to mirror materials that are already found and used within the building. Contractor will consult with Refuge Manager or Technical Coordinator when matches cannot be found. 3.1.1.4. Add Wood Baseboards: The vinyl wall baseboards found in corridors and breakroom will be removed and replaced to match the other wooden baseboards found in the lobby. This will include, but isn’t limited to the same construction, height, width, material, color, and finish. Baseboards found in the office are made of redwood. A ½ round will need to be applied to mirror the baseboards in the lobby after the renovation. See baseboard photos for design elements. Vinyl baseboards will only be retained under installations, in the staff restrooms, and along the cabinetry in the lobby and breakroom. See 3.1.1.2 Vinyl baseboards. • Industry standards will be adhered for carpentry work in terms of construction, fabrication, and patching to ensure seamless appearance of new to old materials. New materials will be matched to mirror materials that are already found and used within the building. Contractor will consult with Refuge Manager or Technical Coordinator when matches cannot be found. 3.1.2. Windows: Currently a minimum of seven paired, single-hung (Type D), two single-hung (Type E) and eleven awing (Type J), vinyl double-paned windows within the building have blown seals that need to be replaced. This bid item will include the removal and disposal of existing window and/or associated materials, and complete replacement of windows and trim (if removal required). The windows shall be designed to withstand inclement weather (heavy rain, 100 mph + winds, and freezing temperatures). Design principles included in window installation shall include the following features and details: 3.1.2.3. Are of high quality material, durable and energy-efficient with a limited lifetime warranty for replacement of failed products. Product and warranty should be Milgard or equivalent with a minimum of a 20-year warranty with materials replacement/labor costs covered. 3.1.2.4. Installed in accordance with the manufacturer’s requirements to ensure complete function and weatherization including but not limited to: flashing, caulking, sealant, weather stripping and/or insulation. 3.1.2.5. The new windows will be vinyl and matched to windows already in the building, which include but aren’t limited to: color, depth, styles, size, latches, function, etc. Replacements should blend in seamlessly with current styles, framing, and design. External trim should also match trim used on exterior building to including depth, color, width, material, etc. New windows will be weatherized per manufactures requirements. Windows shall be fitted with new durable screens that fit snuggly. 3.1.2.6. Contractor is responsible for confirming number and size of windows to be replaced. See Building Drawing for Window Schedule and window locations. 3.1.2.7. Separate Bid Items have been included if additional windows in Types D, J, or K are found to be compromised after the award of the contract has taken place. 3.1.3. Paint Interior: All interior walls except those with wood paneling will be painted with a high quality, low VOC, interior latex paint. Finished product will be a smooth, uniform durable painted surface. Some wall imperfections may need to be repaired to correct peeling, cracking, texture, or patches. Nail holes do not need to be filled, but removal of drywall screws should be repaired to match texture of walls. Walls will be prepared according to paint manufacture’s recommendations. Additionally, all surfaces not to be painted will be masked off and covered for protection. Contractor will be responsible for removing any paint splatter on non-painted surfaces. 3.1.3.3. Area: Contractor is responsible for confirming area to be painted. Reference Building Drawing and Room Finish Schedule to estimate area to be painted. Photos included to show examples of varied height ceilings. 3.1.3.4. Paint Specifications: Paint brand will be Behr Marquee Cameo White with a satin finish or similar brand of a high quality paint that is durable, supplies superior coverage and is cost-effective. Low VOC. 3.1.3.5. Industry standards will be adhered to including prep of surfaces, use of materials, coverage, and workmanship. Standards and products should follow Painting and Decorating Contractors of America guidelines. 3.1.4. Office Furniture: Contractor will be responsible for removing large office furniture including installed desks, installed wall cabinets in offices, filing cabinets, bookshelves, etc. These will either be stored in the multi-purpose room or at another storage site near the office. Refuge staff will be responsible for packing and storing smaller office items including files, books, mounts, chairs, artwork, or other items that are easily carried by one person (not more than 40lbs) or can be packed in a box. When work is finished, contractors will move furniture back into place unless otherwise noted by Refuge Manager or Technical Coordinator. 3.2. Bid Option #1 – Visitor Center: Replace counter tops in breakroom and bathrooms; The damaged countertops in the breakroom and two public restrooms shall be replaced with engineered quartz that is easy to maintain and durable. This option will include the removal and disposal of existing countertops and associated materials, and complete installation of new countertops. Countertops shall be constructed of a highly durable material and installed in a manner that prevents any leakage of water from around sink edges or faucets. Design principles included in countertop installation shall include the following features and details: 3.2.2. Composed of engineered composite (color and patterns to be chosen by the Refuge Manager). 3.2.3. The sinks and faucets will be retained for use in the same locations. If sinks/ faucets are identified to be in poor condition, Refuge will purchase and provide new items to contractor for installation. Sinks and faucets will be reinstalled into the new countertops and sealed to prevent leakage of water from around the sink, faucet edges, or around back and side splashes. Existing plumbing may need to replaced during installation. Contractor will be responsible for new plumbing and hardware if old is determined to be in poor condition or doesn’t fit new counter configuration. 3.2.4. Include 4-inch back and side splash as needed along all outer-walled edges, constructed of the same material and color as countertops for bathrooms and breakroom. 3.2.5. Counter tops will be sealed and installed per manufactures recommendations for durability and longevity. 3.2.6. Public Restrooms: Provide framed counter support made of 1 ½” x 1 ½” steel angle independent of urinal/toilet screen. Attach to wall 6” above finished floor. 3.2.7. Contractor will be responsible for confirming sizes and locations for sinks. 3.2.7.3. Breakroom: See attached drawings for size of L-shaped and side countertop. Add 4” back and end splashes. 3.2.7.4. Public Restrooms: 67” x 26” with 4” inch back and side splashes. 3.2.8. Color and pattern will be chosen and finalized by Refuge Manager or Technical Coordinator. Commercially available products on the low to medium end in cost. 3.3. Bid Option # 2 – Hookton Quarters: Replace composite roof; Contractor will obtain and provide all necessary permits for complete tear off and replacement of composite roof on house and detached garage with a 25 year minimum, architectural, algae resistant, class A, fire rated, laminated composite shingles like GAP Timberline HDZ or like. For garage, provide new ½” sheathing over existing decking. Install one layer underlayment across entire surface of buildings and water and ice shields at valleys, ridges, penetrations, and eaves. Install new penetration flashings around vents, plumbing, chimney, etc. Install new enameled drip or powder coated edge metal around perimeter of buildings. Edge metal should match new roofing material. Current gutters be retained. Remove satellite dish or antennae attachments from roofs. Install all ridge and soffit venting according to code. All work will be done to industry standards for composite roof replacement, materials, and repair work. Contractor will be responsible for disposal of all old roofing materials in accordance with current laws and policies. Contractor will provide all final clean-up at the site of the work. Approximate size of the house is 32’x40’ and garage is 30’X25’. Contractor is responsible for confirming project needs and size. Photos of buildings provided. 3.4. Bid Option # 3, 4, 5 – Visitor Center: Replace Additional Windows; Contractor will provide labor and materials for window replacement if additional windows in the building are found to be compromised. The cost would be per window on the bid schedule. This replacement will follow 3.1.2 specs on other window replacements in the building and will include window frames, weatherization, flashing, trim, etc. Window installation must follow industry standards. Three different sized windows will be covered by 3.4 with specs found on the Window Schedule and circled on Exterior Elevations or Floor Plan of the Building Drawing. 3.4.2. Type D windows 3.4.3. Type J windows 3.4.4. Type K windows 3.5. Bid Option # 6 – Visitor Center: Seal Concrete in Offices; Contractor will provide labor and materials to seal concrete floors should moisture testing find it necessary. Moisture testing of the concrete in offices is included in the base bid. If option is exercised, sealing will be done prior to re-carpeting of offices. Contractor will use sealant recommended for an office setting and low VOC. Contractor will follow manufactures recommendations and industry standards in prepping, applying, and curing sealants. Area is equivalent to re-carpeted area. 4. PLACE/DELIVERY AND PERIOD OF PERFORMANCE: Construction related work is located at the Humboldt Bay NWR Visitor Center at 1020 ranch Rd, Loleta, CA 95551 or for Bid Option #2 at the Quarters on Hookton Rd, located approximately 3 mile from the Visitor Center. The project is accessible by well maintained paved city, county and refuge roads. Contractor shall notify the COR a minimum of seven (7) days prior to arrival on-site and/or needing access to any of the buildings, coordinated and pre-approved with the technical coordinator or alternate station point of contact. *The value for this project is based on a financial range. The value is listed as the highest possible cost from the range provided by a stakeholder or official project document.
