Site work, outdoor lighting and renovation of a municipal facility in Frankfort, Kentucky. Completed plans call for the renovation of a municipal facility; for site work for a municipal facility; and for outdoor lighting for a municipal facility.

Level 4 roof balcony masonry repairs, other exterior repairs and site lighting improvements Sealed proposals for the following work will be received by Messer Construction Company in the manner and on the date hereinafter specified for the furnishing of all labor, materials, supplies, tools, appliances, equipment, services, etc., necessary for the construction of: KENTUCKY STATE CAPITOL BUILDING RENOVATION, FRANKFORT, KENTUCKY, as set forth in the specifications and as shown on the drawings as prepared by THP and approved by the Commonwealth of Kentucky Division of Engineering and Contract Administration, and the Construction Manager, Messer Construction Co., under the terms and conditions of this Invitation. Note: The descriptions that follow are provided for general reference and understanding only. The specific scope of work to be provided shall be as described in the Contract Documents and individual Trade Category Forms of Proposal. Level 4 roof balcony masonry repairs, other exterior repairs and site lighting improvements Trade Categories (TC) Bidding in Bid Package EX01: Trade Category Description TCEX01E Electrical TCEX01M Masonry Bids will be received from Prime Contractor on a Lump Sum Amount for each Trade Category listed above. All phases of work shall be bid to and through the Prime Contractors. Bids shall be submitted in the manner herein described on the official proposal form included with the conditions and specifications and shall be subject to all the conditions as set forth and described in the Bid Documents. Bids shall be submitted on the Official Form supplied by Messer Construction. Failure to comply with the foregoing requirements will be cause for invalidation of bid. Final award of Contract will be made on the basis of the lowest, responsive and responsible bid which offers the best value. Messer Construction Company will execute all trade contracts. A Payment and Performance Bond shall not be included with the bid. If the bidder is not approved for participation in the SDI program, then the bidder will be required to furnish a proposal to add a 100% P&P Bond. All bonding and insurance requirements are contained in the Instruction to Bidders and/or General Conditions. Performance and Payment bonds shall be obliged in favor of Commonwealth of Kentucky and Messer Construction Company. A 5% bid bond is required with the submission of the form of proposal. This project is NOT exempt from State and Local Sales and Use Tax. All applicable taxes will apply and shall be included in the Bid. The Advertisement for Bids, Paragraph 7, regarding taxes takes precedence over Section 002113 of the specifications, Instructions to Bidders, Article 14 TAXES Paragraph A. No bidder may withdraw his bid for a period of thirty (30) days after the date set for the opening of bids. Clerical errors and omissions in the computation of the lump sum shall not be cause for withdrawal of the bid without forfeiture of bid bond. Bids may be withdrawn in person only, prior to the closing date for receipt of bids. The Commonwealth of Kentucky is committed to increasing the participation of minority business enterprises and women business enterprises in construction and renovation projects, and encourages the use of minority/women subcontractors and material suppliers. It is strongly suggested that Bidders make more than a conservative effort to locate and use MBE/WBE in bidding this project. For assistance in identifying minority vendors and subcontractors, the contractors may contact the Kentucky Office of Minority Business Enterprises, 2329 Capitol Plaza Tower, Frankfort, Kentucky 40601, Telephone No. (502) 564-2064 and Louisville Minority Business Development Center, 611 W. Main Street, Louisville, Kentucky 40202, ATTN: Mr. Darnell Jackson. Bidders using minority and women enterprises as subcontractors and material suppliers are requested to identify these contractors in the space provided on the Form of Proposal. The successful contractor will be asked to supply associated contract amounts rounded to the nearest $500.00 prior to the signing of a contract. Messer Construction reserves the right to reject any and all bids and to waive all formalities and/or technicalities where the best interest of the Commonwealth of Kentucky may be served. Visitors are responsible for obtaining their own legal parking space and for payment of parking fees and any parking fines that may incur. Decisions and Clarifications discussed at this meeting will be incorporated into the bid documents by an addendum issued no later than seven (7) days prior to bidding. Note: No transcript or report of the Pre-Bid Conference will be provided. Anyone wishing to discuss specific items related to scope or bidding is requested to submit the items in writing to Josh Warren, Messer Construction Company, no later than August 16, 2022 via email:jwarren@messer.com. Note: Responses to written questions received no later than the date above will be provided in an addendum. Bids shall be submitted only on the Official Forms supplied by Messer Construction Company. Failure to comply with the foregoing requirements will be cause for invalidation of bid. Bids will NOT be accepted via postal carrier (USPS, UPS, FED EX, etc.) nor can bids be delivered. All forms in your bid document shall be completely filled out when your bid is submitted. Bids must be submitted electronically via email to jwarren@messer.com and dlambert@messer.com in order to be accepted. Contractors must email their Bid Documents COMBINED into one PDF document. Bids received after the scheduled closing time for reception of bids will not be considered provided legal and accepted bids have been received on said referenced Invitation. Incomplete or qualified bids are subject to rejection. Bidder assumes full responsibility for timely delivery of the bid in compliance with the above described procedures and conditions. There will be a public bid reading by conference call on the bid opening date at 3 PM ET. The dial in number is 513-538-2285. Conference ID is 303 010 479.
