For Jail Roof Repairs and Coating Award may be made on an item-by-item basis to the lowest and best Bidder(s) or award may be made to the lowest and best bid total, whichever provides the greatest value to the County from the standpoint of suitability to purpose, quality, service, previous experience, price, ability to deliver, or any other reason deemed to be in the best interest of the County. Quantities stated herein represent an estimate for the period stated. Orders shall be placed for actual requirements as needed. The County may reject any or all bids for any reason and may waive any informality. Bids submitted from a Missouri State Contract shall include a copy of the State Contract with the bid. Bid award does not constitute an order or obligation to order by the County. The issuance of a Purchase Order Number shall be construed as acceptance of a Contract with all terms, conditions, and prices firm during the length of the agreement terms. It is further agreed that the Contract shall not be valid and binding upon the County until approved by the County Counselor, as to legal form and is subject to the Ordinances, Resolutions and Orders of Jefferson County, Missouri, and State and Federal Law. If no Bid or Bids have been awarded by the County Council within forty-five (45) days following the opening of the bids then all bids will be deemed Rejected. It is the responsibility of the Bidder to deliver his bid or bid modification on or before the date and time of the bid closing to the Department of the County Clerk. Bids received late will be rejected and returned unopened to the Bidder. Bid Deposits/Bonds are not required unless specified in the specifications. Bid deposits/Bonds must be in the exact amount as stipulated in the bid. Jefferson County, Missouri requires the repair and coating of the Jail EPDM roof. This project requires the sealing of existing seams, and termination bars and the installation of a silicone coating. The square footage of this roof is approximately 17,000 square feet. 1. The entire roof area will be power washed and allowed to dry. 2. Re-caulk all existing counterflashing and termination bars, any loose fasteners shall be removed and replaced. 3. All existing EPDM seams and flashings shall be (3) three courses flashed with polyester mesh and silicone coating. 4. Contractor shall apply a suitable primer over the entire roof for promoting proper adhesion of silicone coating to the EPDM roof. 5. The vendor shall supply a base coat of Neogard Silicone coating, or equivalent, at a rate of one gallon per 100 square feet. 6. After curing, a topcoat of silicone coating shall be applied at the rate of one gallon per 100 square feet. 7. Contractor shall install three-foot-wide walkways from a third layer of silicone coating and ceramic granules. Granules installed at a rate of 40 lbs. per 100 square feet to create granulated walkways to and around rooftop equipment. Approximately 1800 square feet of walkway to be installed. Specific location to be determined by building owner. 8. Base and topcoat should yield 16 mil, dry. 9. A 5-year leak free guarantee must be issued by contractor and a 10-year guarantee to be issued by manufacture. 10. All waste materials must be removed and disposed of properly. 11. Contractor to furnish ALL labor, supervision, materials, equipment, roll-off dumpsters, workmen's compensation, liability, and property damage insurance to complete work in a professional workman like manner.
