Virginia Inland Port (VIP) Capacity Expansion Project The purpose of this Invitation for Bids (IFB) is to solicit bids to establish a Contract through competitive sealed bids for a new intermodal rail yard within the existing Virginia Inland Port (VIP), encompassing new rail track, storm drainage, earthworks, pavements, grade crossings, concrete runway beams for rubber tired gantry cranes (RTGs), high mast lighting, and other associated electrical/communications distribution. Each Bid must be submitted on the prescribed Bid Form and accompanied by Bid security as prescribed in the Instructions to Bidders. Bidders must provide a duplicate electronic version of their bid package within 24 hours of the bid opening date/time. The Successful Bidder will be required to furnish the necessary additional Bond(s) for the faithful performance of the Work, as prescribed in the Bidding Documents. In order to perform public work, the Successful Bidder and subcontractors shall hold or obtain such licenses as required by Commonwealth Statutes, and federal and local Laws and Regulations. Each Bidder shall be required to comply with Executive Order No. 112461, BEC 202, dated September 24, 1965, and shall not discriminate against any employee or applicant for employment because of race, color, creed, or national origin. Each Bidder shall be required to comply with attached Notice of Requirements for Affirmative Action to Ensure Equal Employment Opportunity (Executive Order 11246 and 41 CFR Part 60-4). Bidders are required under Title 54, Chapter 7, Code of Virginia, to show evidence of certificate of registration before Bid may be received and consideration on a general contract or subcontract of $40,000 or more, in accordance with the Instructions to Bidders.
