The Wapello County Courthouse Window Replacement Project shall consist of removing the existing courthouse windows and providing historically relevant and modern replacement windows in the Courthouse. Also included in the base bid work is demolition of miscellaneous services and structures necessary to install the new windows and install new components. All work is within the city limits of Ottumwa, Iowa. All project work shall be substantially completed by January 31, 2024. All contract close-out work must be completed by February 29, 2024. Proposals shall be submitted on a form furnished by for the project and accompanied by a bid security in the amount equal to five (5) percent of the both base bid and alternates, and shall stand as security that the successful bidder will enter into a contract for the work bid upon with ten (10) days after acceptance of his proposal by the Wapello County Board of Supervisors. Bids shall not include any Iowa State Sales and Use Tax. Bids shall include any City of Ottumwa fees for plan review, permits and ongoing inspections. The Wapello County Board of Supervisors reserves the unqualified right to defer acceptance of any proposal for a period not to exceed thirty (30) calendar days and to reject any and all bids, to waive irregularities and technicalities and to enter into such contract as it shall deem for the best interest of said Wapello County Bidders shall be prepared to submit performance and payment bonds conditioned on the faithful performance of the Contract. Out-of-State bidders shall be prepared to submit an Out-of-State Contractor bond to the Iowa Division of Labor in accordance with Chapter 91C of the Code of Iowa. The Contractor must ensure that employees and applicants for employment are not discriminated against because of their race, color, religion, sex or national origin. Payment to the Contractor will be made from funds available for that purpose. Payment will be made on the basis of monthly estimates equal to ninety-five (95) percent of the contract price. The balance of the five (5) percent due to the Contractor will not be made earlier than thirty - one (31) days from the final acceptance of said work by Wapello County subject to the conditions and in accordance with the provisions for Chapter 573 of the Code of Iowa. Before final payment will be made, the Contractor shall certify that all materials, labor and services have been paid for. All work is to be performed and completed under the guidelines of OSHA and in strict compliance with plans and specifications prepared by A&J Associates PC Lack of knowledge of the existing conditions at the project site will not be an acceptable reason for any consideration for any contract changes.
