The City Of Virginia Beach Reserves The Right To Accept Or Reject Any Or All Bids/proposals In Whole Or In Part And To Wave Any Informalities In The Bid/proposal Process And Reserves The Right To Enter Into Any Contract Deemed To Be In The Best Interest Of The City.
