The MASSACHUSETTS PORT AUTHORITY ("Massport" or the "Authority") is soliciting professional services for ON-CALL AIRPORT PLANNING SERVICES, AVIATION FACILITIES. Massport is seeking qualified consultants (each a "Consultant") to provide professional airport planning services on an on-call, as needed basis. Massport manages and operates Boston-Logan International Airport ("BOS"), Worcester Regional Airport ("ORH"), and Hanscom Field ("BED"), and the Consultants may be asked to undertake projects at any of these airports. These projects may involve, but not be limited to, planning services relating to the following airport businesses and operations: terminals, aircraft parking and movement, airfield, air cargo, ground service equipment maintenance, hangars, airspace analysis, ground transportation planning, flight kitchens, environmental planning/permitting, and mixed-use commercial development. The Consultants shall be managed by the Aviation Planning Unit of Massport's Strategic and Business Planning Department. The contract(s) will be for an initial term of three years with two (2) one-year option years and administered on an as-needed work order basis. Consultants shall possess the technical skills and creative problem-solving capabilities for assisting staff in addressing immediate actions and long-term planning issues. The Consultants' scope of work shall include the following disciplines: I) Aviation and Airside Planning o Operations planning o Airfield planning (runway, taxiway, taxilane, marking, lighting, signage) o Gate planning (gate utilization, aircraft docking and circulation, etc.) o Aviation support facilities planning (cargo, hangar, ground services equipment ("GSE"), fueling, etc.) II) Terminal and Landside Planning o Strategic and business planning o Land use planning o Airport facility and site planning (terminal, hangars, cargo, GSE, etc.) o Architecture/urban design guidelines III) Aviation Forecasting o Aviation activity forecasting including operations, passenger, air cargo with local, national and global trends o Economic impact analysis, aviation/airline industry business/revenue/cost/regulatory expertise IV) Environmental Planning and Permitting o Environmental permitting and strategy o Noise monitoring and modeling o Air and water quality monitoring and modeling Consultants may submit Statements of Qualifications or qualifications, in response to this Request for Qualifications ("RFQ") for one or more of the disciplines. It is the Authority's intent to select one or more firms for each discipline I, II, III and IV. Consultants shall have demonstrated expertise in the each of the aforementioned disciplines I, II, III or IV. The Consultants shall also possess the ability to prepare magnitude of cost estimates for planning projects, and produce professional-quality presentation materials for client and community meetings. Such materials shall include, but not be limited to, PowerPoint presentations, plans, written reports and "white papers", illustrative sketches and computer generated 3D models. The Consultants should also demonstrate a broad knowledge of current applied aviation planning methodologies, practices and research (e.g., Airport Cooperative Research Program "ACRP" products, FAA Advisory Circulars) that may be relevant. It is not the intent of the scope of work that Consultants engage in the study, design or construction of a building project. If the construction, renovation or alteration of a building project is an outgrowth or suggestion of the services to be provided by the Consultant, the study and design of any such building project will be the subject of a separate procurement and separate agreement.
