RFP for engineering,design management and inspection services for park rehab project. Veteran's Memorial Park (formerly known as James Street Park) received federal funds through the Land and Water Conservation Fund Program (LWCF) for 6/27/1974 to 12/31/1977 with (at the time) 3 picnic areas with tables and grills, 2 softball fields, hardball field, 4 lighted tennis courts, regulation basketball court, 4 handball courts, 2 volleyball courts, and 2 children's play areas. In 1995 the City of Hornell added the pool area including a separate wading pool and locker rooms as well as an additional 3 picnic areas. The park is surrounded with a paved and well-lit walkway that is marked for those who wish to monitor their distance. All facilities are accessible and pathways are ADA compliant. Veteran's Memorial Park is also the site that is used for large events, such as the Independence Day celebration (which draws over 5,000 people), fundraisers, festivals, family and class reunions, and much more. The park logs 15,000 visitors annually according to park staff. Veteran's Memorial Park has a pool which makes it is a regional destination from the surrounding communities. When the pool is open, they log 300-500 visitors daily. o The wading pool or "baby pool" is aging and difficult to maintain. The park staff has to drain and disinfect this pool a minimum of three times a week and often has to close it for maintenance. The City of Hornell would like to replace this wading pool with a "sprayground" or "spray park" - areas offering interactive water play features, but no standing water. o There are two locker rooms, both which need replacing. The pool house needs a third "family" unisex locker room so that it is inclusive to everyone including those more comfortable with gender neutral labeling. o Replacing the lights with energy-efficient bulbs will reduce the time and maintenance of regularly changing bulbs and will save on overall utility costs by 75%. o The existing basketball court needs to be resurfaced and equipment replaced. o The tennis courts have not been resurfaced since their original construction and have weeds growing through the significant cracking.
