The city's planning commission on Thursday will discuss an extended development agreement for River Park, a project originally planned for more than 2,200 homes in the city's Southport area when it was approved in 2008. "Due to subsequent levee improvements associated with the Southport Sacramento River Early Implementation Project, the project was reduced from 494 acres to 373 acres, and the City's 2016 General Plan Update reflects the reduced size while retaining the previously approved land use and zoning designations," said Gene Endicott in an email. Endicott is a spokesman for the project's applicant, Sun M Capital LLC out of Southern California. According to the commission agenda, extending the development agreement would allow the developer to revise the project and submit for new entitlements to reflect the project's reduced footprint. Sun M Capital is requesting a one-year extension through July 18, 2024, with another one-year extension at the discretion of West Sacramento's city manager. Extending the development agreement would also allow it to be updated with provisions on how the city operates now as opposed to 2008, according to the agenda item. West Sacramento's City Council will also need to approve an extension of the development agreement. "In the meantime, Sun M continues to work with City staff on development and review of the Subsequent EIR that analyzes the updated project," Endicott said. "Timing of hearings on the Subsequent EIR and related planning documents is currently undetermined." Because of the need for revisions, the commission agenda item states, any construction for River Park is still years away. In addition to homes ranging from rural residential to high-density multifamily, the original application called for a 3-acre neighborhood commercial center, parks/open space and a 10-acre site for a school. The project's original developer, SCL West Sac Holdings LLC, lost the project in foreclosure to a lender during the Great Recession.
