It is the responsibility of the BIDDER (not Virginia ABC) to ensure bids are delivered to the SPECIFIED EMAIL ADDRESS by the date and time noted above. To distinguish bids from other email, please mark the email subject line as "Bid Document - IFB# SB 126-23-22. It is the intent of the Procurement Office to assist in recognition of these important documents. Bids must be submitted on this and the attached form(s) and must be signed . LOCATION See Section 6, Pricing Schedule, and Attachment A for locations. Locations are subject to change at any time. Virginia ABC reserves the right to add or delete locations as needed. INQUIRIES All inquiries for information should be directed via email to the Contract Officer listed above. All inquiries must be received via email on or before August 19, 2022, no later than 1:00 PM (EST). TERMS &CONDITIONS This solicitation is subject to the provisions of Virginia ABC's General Terms and Conditions and any changes or revisions thereto, which are hereby incorporated into this Invitation for Bids in their entirety. The attached Special Terms and Conditions shall also be a part of the solicitation. In compliance with this Invitation for Bids (IFB) and all conditions imposed in this IFB, the undersigned firm hereby offers and agrees to furnish all goods/services required by this IFB at the prices indicated in the pricing schedule, and the undersigned firm hereby certifies that all information provided below and, in any schedule, attached hereto is true, correct, and complete. Any resulting agreement shall be defined by a written contract, which shall be binding only when fully executed by both parties. PURPOSE: The purpose of this Invitation for Bids (IFB) is to solicit bids from qualified Bidders who are licensed HVAC (heating, ventilation, air conditioning) contractors to establish a term contract for heating and air conditioning services, preventive maintenance (PM) services, and HVAC equipment when requested. This service is for the Virginia Alcoholic Beverage Control Authority ("Virginia ABC" or the "Authority"), located at 7450 Freight Way, Mechanicsville, VA 23116. Virginia ABC currently has in Area 1, twenty-seven (27) stores and one (1) regional office that will require some type of service. See Attachment A for the list of quarterly preventive maintenance and service calls per store locations. These numbers could change as needs arise, new stores are added or closed. For a list of counties for this area, see Section 6, Pricing Schedule. (Interested contractors shall perform a site visit to all service locations listed to determine safe and reasonable access exists to any rooftop areas before accepting bidding awards. Interested contractors may authorize an additional technician if needed for ladder assistance on any locations deemed unsafe or that have high roofs. A sign-off sheet will be required at site visit.) 2. DEFINITIONS: BIDDER: The term "Bidder" as referenced in this solicitation refers to the individual or firm preparing and submitting a bid in response to this Invitation for Bids. CONTRACTOR: The term "Contractor" refers to an individual or firm that has entered into an agreement to provide goods or services to Virginia ABC. In addition, it also refers to a firm who, when awarded the contract, will be responsible for the goods or services required, as a result of this solicitation. TERMINOLOGY: The terms "must", "shall", "should", and "may" are used to identify the criticality of the requirements. "Must" and "shall" identify requirements whose absence will have a major negative impact on the suitability of the Contractor to provide required goods or services. Items labelled as "should" are highly desirable, although their absence will not have as large an impact. Items labelled "may" will be useful but are not necessary. SCOPE OF WORK: A. Requirements: The Contractor shall furnish preventative maintenance service for HVAC related equipment and supplies (including all necessary parts, labour, supervision, materials, equipment, and permits, if applicable) and "on-call" repair services on all HVAC equipment. Preventive maintenance shall include all adjustments and servicing required to maintain systems and equipment in good operating condition, in accordance with the manufacturer's specifications and Attachment D, titled "General Equipment Preventive Maintenance Guidelines". The Contractor shall deliver to the Authority all copies of warranty certificates, maintenance manuals, and other pertinent data as it relates to replaced parts and equipment. Travel charges of one (1) hour to the job site will be allowed for service call or preventive maintenance. Travel shall be paid in increments of fifteen (15) minutes. If Contractor needs to return to the location to repair or PM a location due to the fault of the Contractor, then travel shall not be paid. Materials shall be provided at the Contractor's actual invoiced cost. Cost plus charges is not allowed. A copy of the actual invoice must be provided or if the truck stock indicates that on the invoice.
