However, the City of Gary reserves the right to waive any informalities or minor defects on the basis of the city's best interests. The City of Gary may make any investigation deemed necessary to determine the ability of a bidder to perform the work. Bidders shall furnish any information and data requested by the City of Gary to facilitate such investigations. The City of Gary reserves the right to reject any bid if the evidence submitted by, or investigation of, a bidder fails to satisfy the City of Gary as to the bidder's qualification to carry out the contract obligations. The City of Gary will take notice of any prior dealings between Bidder and City of Gary, and will rely on said prior dealings in determining if a Bidder is the lowest responsive and responsible bidder.
