The Lancaster Advanced Wastewater Treatment Plant operates a cryogenic Oxygen system to supply Oxygen to the Activated Sludge System. The City seeks proposals to supply liquid oxygen during annual plant maintenance activities in October 2022 when the oxygen system is taken off-line and during emergency breakdowns, if any, through January 31, 2023. CLARIFICATION DEADLINE 9/5/2022 4:00 PM The annual maintenance turn-around is currently scheduled for one week in October 2022. The end date is dependent on the progress made during the week. For purposes of estimation only, please note that in the 2021 maintenance turnaround, 9 oxygen deliveries were made during a week-long period. There were no emergency breakdowns requiring oxygen in 2021. The City seeks proposals to supply approximately 4,500 FTU (4,500,000 FTS) of liquid Oxygen during the month of October 2022 and pricing for 2 emergency deliveries until though January 31, 2023, if needed. Due to the nature of the supply contract, quantities are not guaranteed. Deliveries during the annual maintenance outage can be planned, but by their nature, emergency requests cannot be. All bids shall be effective for sixty (60) calendar days from the date of the bid opening, unless an award of the Contract is delayed by the required approval of another governmental agency, the sale of bonds or the award of a grant, in which case all bids will remain effective for One Hundred Twenty (120) calendar days from the date of the bid opening. The successful bidder will be required to a provide a performance bond equal to one hundred (100%) percent of the estimated Contract price with suitable, reasonable requirements guaranteeing the performance of the Contract. This Contract is subject to certain special requirements. For example, as more specifically detailed in the Contract documents, the successful bidder shall be required to assure protection against discrimination for employees, applicants for employment, and subcontractors on the grounds of actual or perceived race, color, sex, religion, ancestry, genetic information, national origin, sexual orientation, gender identity or expression, familial status, marital status, age, mental or physical disability, use of guide or support animals and/or mechanical aids. The City will determine who is the lowest responsible bidder upon the basis of the bids submitted. The lowest responsible bidder need not be the bidder submitting the lowest dollar amount. The City may consider the quality of services supplied, responsiveness of the bidder, past performance of the bidder, compatibility of the bidder's processes with other City services and the bidder's ability to handle the volume of work proposed. In reviewing the bids, the City will review the bidder's experience, necessary facilities and financial resources to furnish the items of this Contract and the City reserves the right to reject the proposal of any bidder not possessing satisfactory qualifications. The City's Contract Representatives are Christine Volkay-Hilditch, P.E., BCEE, Deputy Director of Public Works - Utilities, and Bryan Harner, Senior Project Manager, 1220 New Danville Pike, Lancaster, PA 17603. The City reserves the right to reject any or all bids and re-advertise if the best interest of the City will thereby be promoted. The City also reserves the right to waive technical defects if in its judgment, the interest of the City shall so require. The City further reserves the right to waive any informalities in the bids received and reject any or all bids for any reason whatsoever. Included in its right to reject bids, is the right for the City, in its sole discretion, to reject proposals which are deemed by the City to be incomplete, conditional, or obscure, or which contain additions, erasures, alterations, omissions or irregularities of any kind.
