Site work and renovation of a mixed-use development in Boulder, Colorado. Conceptual plans call for the renovation of a playground / park / athletic field; and for site work for a playground / park / athletic field.

Renovate existing Potts Track & Field and adjacent ski building restrooms on east campus prior to the PAC12 track and field championships in May of 2024. Construction desired completion date of August 2023. There are three components to the improvement project. At the University's discretion, it may elect to separate the work into two projects; however, this RFQ will serve as the means of qualifying the design team for both projects if necessary. The three project components include - 1) remove and replace existing track surface and change the direction of track cross slope to slope inwards, 2) renovate existing ski building restrooms, 3) build new 3,000SF ADA restroom, storage, and concessions building with adjacent hardscape and landscape improvements. The project delivery method is expected to be design bid build; however, the University may elect to change the delivery method to be Construction Manager/General Contractor. The total project construction budget is approximately $3.5M. Minimum requirements include: 1. Provide at least three (3) examples of projects where your firm provided lead architectural design services on University of Colorado Boulder projects. 2. Provide at least one (1) example project where your firm was the lead architect on a new or existing track surfacing project. 3. Provide at least three (3) examples of athletic/recreational facilities where your firm was the lead architect with a construction budget of greater than $5M within the last 5 years. The University of Colorado Boulder may elect to use a Construction Manager/General Contractor (CM/GC) approach to project delivery. Through the use of an Architect and a Construction Manager/General Contractor, a Guaranteed Maximum Price (GMP) will be established in conjunction with the [agency/institution]. The CM/GC will evaluate, among other things, availability of materials and labour, project schedule, project costs as they relate to the established budget, and constructability, and will work with the Architect throughout the value engineering phases of the project. The selection process for the CM/GC will begin following the selection of the Architect. The selection of an architect/engineer/consultant will be conducted in accordance with the Colorado Revised Statutes, 24-30-1401 et. seq. The process will involve two stages: submittals will be screened and scored. A limited number of firms will be short listed and invited to participate in oral interviews. The [agency/institution] will attempt to negotiate a contract with the highest ranked firm following the interview segment. Following is additional information relative to the selection process. Late submittals will be rejected without consideration. The University of Colorado Boulder and the State of Colorado assume no responsibility for costs related to the preparation of submittals. 2. Screening Panel/Short List: Submittals will be evaluated by a panel of individuals selected in accordance with state policies. The panel will review and score the submittals. Firms ranked the highest will be invited to an oral interview. It is anticipated no fewer than three (3) or no more than three (3) will be interviewed. 3. Oral Interviews. It is anticipated that oral interviews will be conducted on September 8th. Interviews will be conducted on: Microsoft Teams (virtual meeting). The time for interviews is to be determined. Key personnel from the firm and major consultants who will be directly involved with the project should attend the interview. The interview panel will, in particular, be interested in knowing about the project approach proposed and in meeting the individuals who will act as the primary contacts with the [agency/institution]. Firms will be judged not only on their past experience for the type of work involved, but also on their ability to address issues critical to the success of the project requirements outlined in this RFQ document. (Note that the primary focus of the prequalification evaluation will be the firm(s) capability and the primary focus of the oral interview will be the proposed Project.
