Site work and new construction of a residential development in Springfield, Massachusetts. Conceptual plans call for the construction of a residential development; and for site work for a residential development.
The City of Springfield is requesting proposals for the purchase and redevelopment of vacant lots in the Citys Pine Point neighborhood. The lots are identified as ES Morton St. (08860-0069), ES Morton St (08860-0068) and ES Morton St. (08860-0060). Bidders may submit bids for one lot or multiple lots. The Morton Street parcels are located in the Pine Point Neighborhood. Pine Point is in the center of the city, about two and a half miles from the Central Business District (Metro Center). It is the seventh largest of Springfields seventeen neighborhoods, containing 1,240 acres. The Pine Point neighborhood features streets of cozy capes and ranches as well as some of the most interesting Craftsman style bungalows in the region. The neighborhood features the Pine Point Library and city parks surrounding Five Mile Pond and Loon Pond, providing places to swim, fish, boat, and picnic. The headquarters of MassMutual, a Fortune 100 company, is located in the Pine Point neighborhood. The City is soliciting proposals from developers interested in undertaking development of single-family homes for homeownership on the available vacant lots. Developers must provide their own development plan(s) consistent with surrounding land uses. Developers are bidding on the property subject to all current zoning and building restrictions. The City makes no representations regarding success of any variances, zone changes and/or specials permit applications. A Review Committee will be established to review proposals and may be composed of representatives from the Office of Housing, Office of Planning and Economic Development, Office of Community Development, Office of Disaster Recovery, City Treasurers Office, and Neighborhood/City Council representative. The Review Committee will use the following evaluation factors. See Attachment B for further description of the criteria and scoring. 1. Proposer Capacity 2. Project Feasibility 3. Readiness to Proceed 4. History of Compliance with City Protective Restrictions 5. Financial benefit to City The Chief Procurement Officer requests that all proposers submit written questions to the Office of Procurement at City Hall, not later than August 31, 2022. Questions may be faxed or emailed. The Office of Procurement fax number is (413) 787-6295 or email lstabilo@springfieldcityhall.com . The Office of Procurement will compile written answers which will be mailed or emailed back to all Proposers who requested a copy of the RFP by September 7, 2022. To maintain a fair and impartial process, the City will only answer written questions. Please avoid private communication regarding this RFP with City staff or RFP Review Committee members during the period from RFP release date through the selection of Preferred Developer. Proposers who initiate private communication or attempt to violate the process outlined in this RFP may be disqualified. The City of Springfield has made all efforts to ensure that the information in this RFP is accurate. However, it is the buyers responsibility to investigate to their satisfaction any matter as it may relate to the Property. The City will entertain all competitive bids under market value for the property. Offering price will not be the only factor in selection, but proposers are encouraged to make the best financial benefit case possible to the City and selection committee. Proposers are required to submit a deposit of 5% of the proposed purchase price in the form of a bank/certified check to the City of Springfield. Proposers not selected will have all funds returned. The method of contractor selection has not been determined at this time.
