Marion County Parks (County) is currently seeking on-call civil engineering and related services on an as-required basis to the County. The County is seeking proposals from individuals, firms, teams or consultants, hereafter called "proposer(s)," with demonstrated experience in civil engineering and/or related services, and proposes to engage the successful Proposer for the following services:
The County intends to perform a competitive selection process based on a combination of price and qualifications and execute an On-Call Master Professional Services Agreements (PSA) with each of the selected consultants. These PSA's will be considered Price Agreements. There are 10 categories of services (See Section 5). The County expects to select at least one consultant for each category, and a firm capable of providing services in multiple categories may be selected for multiple categories. Each PSA will be valid through the end of the County's 2023/2024 fiscal year, ending June 30, 2024, with a renewal option at the County's discretion for an additional two fiscal years. Once established, the County intends to use the on-call consultants for the majority of its routine parks-specific annual consulting service needs, and will issue project specific Task Orders against individual PSAs. By County procurement policy, the maximum value of any Task Order or group of Task Orders associated with the same project will not exceed $100,000, irrespective of the time frame or fiscal year in which the work is performed. If multiple consultants are selected, the County intends to rotate work amongst the selected consultants, however, selection of a particular consultant for a particular task or project will be based on the County's judgment of the consultants' expertise, availability, and pricing information. By agreeing to execute an on-call PSA with the County, consultant is agreeing that there is no guarantee of any particular dollar value of work. The County retains the sole right to select the consultant deemed best suited for any individual project or task.
All firms submitting proposals are referred to as proposers in this document; after negotiations, the awarded Proposer will be designated as Consultant.
The PSAs resulting from this RFP are anticipated to start in September 2022. The PSA term shall be for two (2) years. The parties may agree to extend the term of the PSA up to a maximum of four (4) years. Questions and Clarifications due to the contact on the cover page of the RFP no later than 5:00pm on August 29, 2022.
Notice of Intent to Award (approximate): September 14, 2022.
Notice of Intent to Award Protest Ends 7 days from Notice of Intent to Award.
Contract Execution (approximately): October 1, 2022.
