Renovation of a clubhouse / community center in Oakley, California. Completed plans call for the renovation of a clubhouse / community center.

The work to be performed under this contract generally consists of, but is not limited to the following: Remove and Replace two (2) swamp coolers and one (1) 2.5-ton heat pump, flashing, new duct work and registers, electrical work. Roof restoration includes but is not limited to clean, seal (acrylic coating), plug holes and penetrations, install fabric as needed, 10-yr material and labor warranty required; and other work as specified in the Contract Documents, and as directed by the City Engineer. The City of Oakley is soliciting bids for roof and HVAC improvements for the Oakley Senior Center located at 215 2nd Street, Oakley, CA 94561. The scope of work includes repair and rehabilitate roof and install new HVAC. Cost submitted shall include all labor, tools, materials, equipment, and miscellaneous needed to perform the work according to perform the project scope of work listed in the bid documents. This project is funded by the Contra Costa County Community Development Block Grant (CDBG) program. The successful low bidder will be required to comply with all applicable federal CDBG regulations including payment of prevailing wages (Davis-Bacon). In addition, this project is subject to California State Prevailing Wages and public works project requirements. When the Federal and State prevailing wages differ, the higher of the two is required to be paid. The successful low bidder must be a California licensed general contractor and must be able to provide proof of general liability insurance and workers compensation insurance. The successful low bidder will be required to register with the California Department of Industrial Relations (DIR) as a Public Works Contractor, if the selected bidder is not currently registered. This project is subject to enforcement by the U.S. Department of Housing and Urban Development (HUD), U.S. Department of Labor (DOL) and the State's DIR. Local M/W/DBE certified contractors are encouraged to submit bids. A Performance Bond may be required. Each bid must be accompanied by a cashier's check, certified check, or Bidder's Bond executed by a responsible corporate surety authorized to issue such bonds in the State of California and secured through an authorized agent with an office in California, payable to the City of Oakley, in an amount not less than ten percent (10%) of the amount of the Base Bid. The successful bidder will be required to furnish a Performance Bond in an amount equal to one-hundred percent (100%) of the contract price, and a Labor and Material Bond in an amount equal to onehundred percent (100%) of the contract price. Said bonds shall also be executed by a corporate surety authorized to engage in such business in the State of California and be made payable to the City of Oakley. Working days will be counted starting from the date of the Notice-to-Proceed as day one. The amount of the liquidated damages to be paid by the Contractor to the City for failure to complete the work by the Completion Date (as extended, if applicable) is TWO HUNDRED FIFTY DOLLARS ($250.00) for each calendar day any work remains incomplete beyond the time fixed above for completion. Such amount is the actual cash value agreed upon as the loss to City resulting from Contractor's default.
