The City of Springfield is requesting proposals to administer and execute a Public Mural program and/or event series for public art installations in the city of Springfield. The project is being funded through the City annual allocation of Community Development Block Grant (CDBG) funds, and as such all projects and recipients will be required to be compliant with all Department of Housing & Urban Development (HUD) regulations as it relates to the CDBG Program. Details of the opportunity: Objective: The City of Springfield is calling for proposals from experienced teams and organizations to administer and execute a public mural program/event, to complete multiple murals in the city of Springfield by June 30, 2023. The murals should be completed by an artist or artist-led team for a commissioned, site-specific, permanent art installation. The themes of the murals should be inspirational and positive in nature. The goal of proposals should be public art that becomes a pieces that are easily identifiable and create a sense of place. The work will be installed on any element(s) of the streetscape within the City of Springfield. The successful proposal will include details of the program/event, schedule, budget, experience, and plan. Submissions will be reviewed by a selection committee of stakeholders, and the selection process will conclude with recommendations from the selection committee and final approval by the Mayor. Proposers should consider creating identifying locations that will maximize viewing and positive impact considering these new developments. Locations will need to be pre-approved by the city of Springfield prior to work commencing and funding being released. Background The City has committed this funding via its annual allocation of Community Development Block Grant (CDBG) funds. There is a maximum commitment in this opportunity of $100,000. The City seeks to bring more vitality to the City by highlighting its outstanding cultural offerings and adding new creative opportunities for artists and the greater community. The city aims to make arts and culture in Springfield not only more accessible, but to create connections between artists, cultural landmarks, and visitors. Site Details The City will accept proposals to administer a public mural program/event for publicly viewable art installations within the City of Springfield boundaries, provided in the appendix. All activities funded through this opportunity must be located within this district, and all activities must be completed by June 30, 2023. The goal of the project is to make a memorable positive statement about Springfield and increase foot traffic within the cultural district. Proposals should consider maximum visibility, beautification of its immediate surroundings; excite public interest in Springfield, and to inspire City pride in Springfield. Recipients will be responsible to gain proper approvals with each property owner, including any necessary city departments for city owned property. All activities must comply with local, state, and federal laws and regulations. Budget The City plans to award one team/organization to administer a public mural program/event, with all activities to be completed by June 30, 2023. The maximum award in this program will be $100,000. The City reserves the right to award multiple proposals/proposers of varying amounts not to exceed $100,000 in total. Proposers must include a clear budget including ALL costs, and clearly state request amount for city funding. Proposers that show committed match funding of other sources are encouraged and will be given preference. City funding provided would be related to project costs in administering the program, funding artist fees, installation costs, materials, engineering and design expenses (if needed). Proposers are required to include a proposed, detailed project budget that outlines how the project funds will be spent, total project costs, and any additional project sources. Projects that leverage additional funding sources to contribute to the project budget will be considered favorably. Projects that include on-site construction activity may be subject to HUD Davis-Bacon wage rate requirements.
