Written Question Submittal Deadline September 5, 2022 at 5:00 PM Council Award October 4, 2022 The City of Lakeport is seeking qualified firms or individuals to provide a variety of professional engineering services under the direction of the Public Works & Engineering Department on an on-call basis. Services include, but are not limited to, civil engineering, water and wastewater engineering, land surveying, environmental compliance and permitting, right-of-way services, project management, construction inspection, and materials testing. Interested firms, teams or individuals are invited to submit a response in the form of a Statement of Qualifications (SOQ). Respondents are not expected to provide all services and single discipline SOQs will be accepted The City of Lakeport anticipates the need for a wide range of engineering and consulting services to support the growth of the community. Projects could include, but are not limited to, roadway reconstruction, pedestrian improvement projects, water line replacement, sewer line replacement, storm drain system development, emergency repairs, development of funding/grant applications, environmental studies, and surveying. The specific scope of services anticipated are outline below. Questions regarding this Request for Qualifications will only be accepted in writing via email. Questions must be submitted no later than 5:00 pm on September 5, 2022, to: Olivia Grupp-Project Manager City of Lakeport ogrupp@cityoflakeport.com Each of the qualified consultants will then be eligible to perform work for the City, as needed, for specific projects or tasks. The City anticipates the total cumulative on-call contracts awarded through this RFQ to total $900,000 for the next three fiscal years. This RFQ and any subsequent professional services agreement do not guarantee work under the agreement, it simply qualifies those on the list to be called upon during the term of their agreement. When a specific project comes up, the City will contact one or more of the qualified firms offering the services requested for the project. Notifications will include a description of work to be performed, expected duration of work or deadlines, expected deliverables, and requirements and due date of response to notification. If there are multiple firms offering the services requested, a competitive task order procedure will be followed. Interested consultants shall submit a brief proposal with the project specific deadline along with expected fees. Proposals will be ranked based on project understanding, previous experience of assigned staff, ability to meet the timeline and cost effectiveness. Once selected, the chosen firm will be issued a Task Order that includes the scope of work, schedule and negotiated "Not to Exceed" payment amount. The City, at its sole discretion, has the right to negotiate and issue Task Orders directly if it is determined appropriate by the Public Works Director or City Manager. The method of Contractor Selection has not been determined at this time.
