The City of Norcross is in the process of preparing an update for the city's Town Center LCI study and an update to the city's Comprehensive Plan. Therefore the city is soliciting qualified consulting firms to submit proposals for the preparation of both documents . The city desires to update these documents at the same time in order to obtain economies of scale in the public engagement component that will be necessary for both documents. Successful proposers can propose to complete the LCI Update, the Comprehensive Plan Update or both. If a proposal is to complete both, the successful proposer must include how they plan to achieve economies of scale in the public engagement portion of the plans. Public engagement is a priority in both projects, beyond just the scope of traditional public meetings. Public engagement should take into account the changing landscape of how engagement is undertaken, and should utilize attendance at existing city-sponsored and co-sponsored events, online meetings as well as state-required engagement processes for Comprehensive Plans. One possible scenario could involve art or artists in the public engagement process. If two separate firms are chosen, both firms must work together in a concerted effort to complete both plans within an overlapping time frame. The city is insistent that these documents be user-friendly with adequate visual aids and written in a language that is easily understood. The Plans shall contain practical policies and be reflective of information that will guide the continued redevelopment of Norcross in a coordinated and consistent manner to create a more livable and vibrant community. Focus should be on projects that are achievable and implementable, and not necessarily every possible project that can occur.
