AEP requires the services of an Engineering Consultant to undertake a study to assess the current condition of the instrumentation and develop an implementation plan for improvements of the overall instrumentation system of the dam. The services to be provided shall include:
1. Review previous studies, information, drawings, photography, technical reports, construction records and any additional information related to the project. 2. Conduct a site visit to assess the physical and functional condition of the existing instrumentation and monitoring equipment, which is either aging, unreliable, or non-functional. 3. Review the existing geo-technical instrumentation program for the dam site including but not limited to the items below. Recommend improvements with up-to-date technology for the automated and integrated holistic monitoring system connected to data logger and the instrument alarm levels and be linked to the dam failure modes. 4. Prepare plans and design (as required) of the proposed options to maintain, upgrade, replace or decommission the instrumentation. Also, prepare a sampling, testing and record testing program for the proposed instrumentation upgrades and/or replacements. The plan shall include:
a. detailed designs,
b. detailed design drawings,
c. detailed cost estimates, and
d. time-line for implementation/installation. 5. Conduct a survey to locate the instruments and develop detailed drawings/maps showing the as-built locations, as well as tip and casing elevations for all instrumentation within the main dam, service spillway, and the north and south dykes. This includes designing and updating the instrumentation location plan and sections for the new and existing instrumentation, including information on target foundation strata or embankment fill being monitored.
