The Water System Improvement Project includes the following Work: o Project 4 - Number Street Area Watermain Upgrade/Replacement o Project 5 - Loop Various Dead-End Watermains o Project 6 - Gate Valve, Lead Laterals, and Fire Hydrants Replacement EACH BID SHALL BE ACCOMPANIED BY A DEPOSIT IN THE AMOUNT OF: Five Percent (5%) of the Total Gross Sum Bid in the form of a Bid Bond. Cash will not be accepted as a deposit. Bid deposits of all unsuccessful bidders shall be returned promptly upon execution of the contract with the successful bidder. o Bids received via facsimile or electronically will not be considered. o Bids must be made upon and in accordance with the Bid Documents including bid form supplements. o Bids must be submitted in duplicate (one original and one exact copy). o Bidders shall submit proof of qualifications to perform the Work, refer to the bid form supplements. o The Village of Horseheads reserves the right to accept or reject any and all bids submitted and to waive any informality. o All questions shall be directed in writing to Fagan Engineers & Land Surveyors, 113 East Chemung Place, Elmira, NY 14904, RC Holmes, E-Mail: RC.Holmes@FaganEngineers.com. o Engineer will transmit to all prospective and registered Bidders of record such addenda as Engineer considers necessary in response to questions arising during the pre-bid period. Section 746 of Title VII of the Consolidated Appropriations Act of 2017 (Division A - Agriculture, Rural Development, Food and Drug Administration, and Related Agencies Appropriations Act, 2017) and subsequent statutes mandating domestic preference applies an American Iron and Steel requirement to this project. All iron and steel products used in this project must be produced in the United States. The term "iron and steel products" means the following products made primarily of iron or steel: lined or unlined pipes and fittings, manhole covers and other municipal castings, hydrants, tanks, flanges, pipe clamps and restraints, valves, structural steel, reinforced precast concrete, and Construction Materials.
