A more detailed scope is expected to be released on a future date. As of April 25, 2023, an engineer has been selected for this project. Information regarding the contractor selection has not been disclosed. A firm timeline for construction has not been established. The City of Wadena, Minnesota is hereby soliciting statements of qualifications and experience from airport consultants for professional on-call airport planning, engineering, architectural, and other general advisory services at the Wadena Municipal Airport. A Master Plan and ALP is currently on file with MnDOT and the FAA. It has supported development at the airport and has identified projects subject to receipt of federal and state funding. These projects may include, but are not limited, the following: o Beacon replacement o Snow Removal Equipment and attachment acquisition o Routine airside and landside pavement maintenance o Apron rehabilitation and/or reconstruction o Runway and taxiway rehabilitation and/or reconstruction o Master Plan and Airport Layout Plan update o T-hangar construction o Hangar site prep and construction o Fuel system upgrade and replacement o Airfield lighting improvements o Airfield navigational aid improvements o Miscellaneous environmental studies The required services include, but are not limited to, architecture and engineering services for planning, preliminary and final design, bidding and construction phase services including incidental special services for projects funded under the FAA Airport Improvement Program. Projects are expected to follow all applicable requirements of FAA Advisory Circulars and must meet current requirements for FAA funded projects. A qualification based selection process conforming to FAA Advisory Circular 150/5100-14E will be utilized. Fee information will not be considered in the selection process and must not be submitted with the statement of qualifications. Negotiations for consulting fees will be accomplished after a firm has been selected. Selection Criteria will include: o Recent experience in airport projects similar to the Wadena Municipal Airport, o Understanding and capability to perform all aspects of project, o Availability and qualifications of the proposed team, o Reputation and work product of the firm, o Consultant qualifications. Fees will be negotiated for projects as federal funds become available. Prospective Consultants are advised that applied overhead rates must be in accordance with the cost principals established within Federal Regulation 48 CFR Part 31, Contract Cost Principles and Procedures. The Statement of Qualifications should include: 1. A brief history of the firm, number of employees, and airport planning and engineering experience. 2. Team members of the firm that will be assigned to Crookston. 3. A listing of airport sponsor experience with references. 4. Evidence of the firms Affirmative Action Program. The City of Wadena will review the Letter Statement of Qualifications and retains the right to select directly or conduct interviews of up to three (3) firms, in accordance with FAA Advisory Circular 150/5100-14E. The City of Wadena anticipates projects to be funded in part by MnDOT Office of Aeronautics and the FAA. All services provided must be in compliance with current MnDOT and FAA policies and standards. The Letter Proposal/Statement of Qualifications shall be no more than twenty (20) pages total. To ensure a fair review and selection process, firms submitting proposals are requested to refrain from contacting other City Staff or Council Members regarding these proposals. The City of Wadena will review all submitted Statements of Qualifications and will make a final determination on a successful candidate on or about September 13, 2022.
