No bid will be received unless it is made on a proposal form furnished by the City. Special attention to prospective bidders is called to the Instructions to Bidders for fill directions as to bidding, etc. The City hereby notifies all bidders that it will affirmatively ensure that in any Contract entered into pursuant to this advertisement, minority business enterprises will be afforded full opportunity to submit bids in response to this invitation and will not be discriminated against on the basis of race, colour, religion, sex, sexual orientation, age, disability, or national origin in consideration for an award. This Project is being funded by Community Development Block Grant (CDBG) funds and Coronavirus Local Fiscal Recovery funds and will be subject to all applicable Davis-Bacon Wage Determinations and Federal Labour Compliance Requirements. This project is subject to Section 3 of the Housing and Urban Development Act of 1968, as amended. Section 3 is a statutory provision that targets economic opportunities flowing from U.S. Department of Housing and Urban Development (HUD) assisted projects, to lower income residents and businesses in areas where HUD is investing public funds. This legislation stipulates those participants in HUD s assistance programs recipients, consultants, and Suppliers are required to make good faith efforts to provide to the greatest extent feasible employment, training, and contracting opportunities to Section 3 residents and businesses. The City hereby affirmatively ensures that Minority Business Enterprises and Disadvantaged Business Enterprises (DBE) will be afforded full opportunity to submit proposals in response to this notice and will not be discriminated against on the basis of race, colour, national origin, ancestry, handicap, gender, or religion in any consideration leading to the award of contract. The City of Visalia has NOT established a goal for this contract. In order to achieve greater participation of Minority Business Enterprises (MBEs) and Women s Business Enterprises (WBEs), this project is also subject to MBE and WBE Participation Requirements. To achieve greater participation of minority business enterprises ("MBEs") and women's business enterprises ("WBEs") in contracts administered directly or indirectly by the City of Visalia, pursuant to Executive Orders 11625 and 12138, the Supplier agrees to use its good faith best efforts to: 1. place qualified MBEs and WBEs and small business concerns on solicitation lists; 2. divide the work into smaller tasks or quantities to permit maximum participation by MBEs and WBEs No qualified disabled person shall, on the basis of disability, be excluded from participating in, be denied the benefits of, or otherwise be subjected to discrimination under any program or activity leading to the award of a contract. This contract is subject to State contract non-discrimination and compliance requirements pursuant to Government Code, Section 12990. The City of Woodlake affirms that in any contract entered into pursuant to this advertisement, disadvantaged business enterprises will be afforded full opportunity to submit bids in response to this invitation. This project will be subject to all applicable Federal and State Wage Determinations. The Supplier will be responsible for paying wages from the Federal and State Wage Determinations for all trades. The Supplier shall be responsible for paying the greatest wage between the Federal and State wage determinations Pursuant to Section 1773 of the Labour Code, the general prevailing wage rates in the county, or counties, in which the work is to be done have been determined by the Director of the California Department of Industrial Relations. These wages are set forth in the General Prevailing Wage Rates for this project, available at City of Woodlake address and available from the California Department of Industrial Relations Internet website.
