This RESTRICTED ACQUISITION is a 100% Small Business Competitive set aside. In order to qualify for this program, an offeror must be a certified Small Business prior to the closing date of the solicitation. Estimated Magnitude of proposed acquisition is more than $11,000,000 NAICS: 238160 SIZE STANDARD: $16.5M This is a Request for Proposal (RFP). A public bid opening will not be held. SITE VISIT: Site visits will be scheduled, although worksites cannot be determined prior to award of the basic contract. The site visit will allow interested firms to observe the general road constructions and site conditions. SEED TASK: Within 7 Calendar Days of IDIQ award, a Kick Off Meeting shall be held to discuss the implementation of future Task Orders. This KOM will take the place of the Seed Task. Note 1: Hard copies of the solicitation will not be provided. The documents may be found and downloaded at Note 2: "Notice to Offeror(s)/Supplier(s): Funds are not presently available for this effort. No award will be made under this solicitation until funds are available. The Government reserves the right to cancel this solicitation, either before or after the closing date. In the event the Government cancels this solicitation, the Government has no obligation to reimburse an offeror for any costs." Note 3: The insurance required for FAR52.228-5 shall be IAW FAR 28.310. Note 4: Any prospective offeror desiring an explanation or interpretation of the solicitation or associated documents must request so in writing no later than ten (10) days prior to the closing date. Any and all costs incurred by a prospective offeror as a result of this solicitation are entirely at the offeror's own risk. Note 5: An award prior to 30 September 2023 would require the contractor to begin performance within 90 days of award date in order to meet Bona Fide Need. PROPOSAL FORMAT AND CONTENT . 1. Instructions to the Offerors (ITO): These instructions prescribe the format of proposals and describe the approach for the development and presentation of proposal data. They are designed to ensure the submission of information essential to the understanding and comprehensive validation of proposals. The instructions permit the inclusion of any data or information an offeror deems pertinent. Offerors are cautioned to follow the detailed instructions fully and carefully, as the Government intends to make award without discussion based on the proposals received. . 2. Point of Contact: Evan Brouwer is the Contracting Specialist (CS) point of contact for this acquisition. Address any questions, concerns, or requests for clarification to Evan at evan.brouwer@us.af.mil. After Request for Proposal (RFP) release, it is requested that any questions or clarifications be submitted within ten (10) days of the RFP release date. The decision whether to respond to questions and requests for clarification submitted after ten (10) days shall be at the sole discretion of the Contracting Officer (CO), Scott Beeler. The subject line for these emails shall read: "Source Selection Information, See FAR 2.101 and FAR 3.104, RFP FA8601-22-R0039, Roofing IDIQ Q&A". The Government intends to post all questions, including Government responses, and RFP amendments (if applicable) to http://sam.gov, therefore, vendors are encouraged to phrase questions for public consumption. In the event of a conflict between the answers to the questions and the RFP, the RFP shall take precedence.
