Through This Request for Proposal (Rfp) the Department of Buildings and General Services (Hereinafter the "state") is Seeking to Establish a Contract With a Qualified Engineering and/or Architectural Consulting Firm to Provide a Feasibility Study for a New Heating Source and Infrastructure at the Southern State Correctional Facility (Sscf) in Springfield, Vt. Interested Firms Are Invited to Bid on Providing the Necessary Investigation, Feasibility, Cost Comparisons and Recommendations as Described in Section 2 of This Rfp. The Southern State Correctional Facility is a 246-bed Facility Consisting of Seven (7) Buildings Spanning 143,686 Sq.ft. And Was Originally Constructed in 2001. There Are Two Propane-fired 80% Efficient 8000mbh Boilers That Provide Steam Heat Throughout the Facility. Each Individual Building Distributes It' Own Domestic Hot Water. The Boilers Are in an Axillary Building Supplied by a 30,000-gallon Propane Tank. There Are a Variety of Different Steam Supplied Heating Units Throughout the Facility Including Ahu's, Unit Heaters and Fin Tube Radiators. In 2017, Much of the Original Steam Lines Were Abandoned and New Lines Were Installed. These New Steam Lines Were Designed and Installed to Eventually Support a Hot Water Boiler System. The Existing Boilers Are Nearing End of Life and Need to Be Rebuilt or Replaced It is the Intent of This Study to Explore New and Modern Heating Systems to Reduce or Eliminate the Need for a Fossil Fuel Heating System by Converting to Biomass, Geothermal, or Another Clean Renewable Energy Source Supported Heating System, or Combining Systems to Ensure a Fully Functional Facility Including a Backup Heating System. The Scope of This Rfp is to Review the Current Systems (Propane Steam Heat and Domestic Hot Water), and Present Options to Convert to a New Biomass or Other Low Carbon Fuel Source for the Primary Heating System With Backup and Reducing the Need for or Eliminating the Existing Propane Systems. The Domestic Hot Water Supply Will Be Provided by the New Heat Source. Contract Period: Contracts Arising From This Rfp Will Be for a Period of Two (2) Years With an Option to Renew for Up to One Additional Twenty-four-month Period. The State Anticipates the Start Date for Such Contract(S) Will Be November 25, 2022. Questions Due September 21, 2022 - 4:30 Pm (Est)
