Contractor Awarded Address: Cypress, TX 77429-7837 USA Base and All Options Value (Total Contract Value): $1,113,050.00 The purpose of this project is the replace some current and install some additional security system and physical security. Some items include new tower/pole mounted cameras, replacement of existing Fixed and PTZ cameras, replacement of existing coax cabling with new Cat 6, intrusion detection, and CCTV components. Specific details are listed below. The Contractor shall provide all work plans, designs, drawings, investigations, studies, permits, project supervision, equipment, labor, materials, installation/implementation, integration with current system components, testing, training, annual maintenance estimates, and travel required to meet the security requirements under the Falcon Dam and Field Office requirements established by the USIBWC Security Services Division (SSD) and this Performance Work Statement (PWS). The work supplied under this specification shall be complete in every detail for the purpose required. The Contract shall include the supply of materials and services not specifically mentioned herein, but which may be necessary to complete any portion of the work in compliance with the requirements of this PWS. 1. All potential Offerors are invited to attend a Pre-Proposal Conference to be held at the USIBWC Falcon Dam & Field Office located at PO Box 1 FM 2098 Reservior Road, Falcon Heights, TX 78545 at 09:00 AM CST on Wednesday August 24, 2022. 2. Names of individuals who plan to attend must be furnished on or before 09:00 AM MST, on Tuesday August 23, 2022 by email to the CO at Carmella.Speer@ibwc.gov. 3. Due to time, distance, and cost associated with the Pre-Proposal Conference, prospective Offerors who fail to attend on the scheduled date will not be given a further opportunity to do so. 4. While attending the site visit all vendors must adhere to COVID-19 requirements for social distancing and the use of personal protective equipment (PPE) (i.e. mask and gloves). Vendors will not be permitted access to IBWC facilities without proper PPE. Virtual site visits (video/photographs) are not permitted. 5. The purpose of the conference is to provide prospective Offerors, subcontractors and suppliers an opportunity to observe and evaluate project conditions; to present questions arising during preparation of offers; to discuss procedures and to obtain other information. After the Pre-Proposal Conference, written questions may be submitted to the CO, by email at Carmella.Speer@ibwc.gov until 10:00 AM MST on September 5th, 2022. Questions received after the cut-off deadline will NOT be responded to, unless deemed significant by the Contracting Officer or the question conveys a material mistake and/or error in the Solicitation. Inspection and Acceptance a. Inspection. Inspection of all deliverable/submittal items will be by the appointed COR or CO as set forth in this Contract. Page 7 of 31 191BWC22R0006 b. Acceptance. Acceptance will be by the appointed COR or CO based upon conformance to the requirements set forth in this Contract. CO acceptance will be based upon the COR's technical inspection and recommendations. F.01 - Place of Performance The required services shall be performed at the Falcon Dam and Field Office located at: Falcon Dam Field Office PO Box 1 FM 2098 Reservoir Road Falcon Heights, TX 78545 F.02 - Contract Period of Performance The Contractor shall perform the services stated herein for the period of 120 calendar days after performance and payment bonds have been received by the Contracting Officer. Note: Performance and Payment Bonds are due to the Contracting Officer within 10 days of Notice of Award. F.03 - Delivery Address Items to be delivered to the Contracting Officer as required by the Performance Work Statement shall be delivered to USIBWC Headquarters. Items to be delivered to the Contracting Officer's Representative as required by the Performance Work Statement shall be delivered to the Falcon Dam Field Office. BACKGROUND The United States Section of the International Boundary and Water Commission (USIBWC) is a federal government agency and the U.S. component of the International Boundary and Water Commission (IBWC), which applies the boundary and water treaties of the United States and Mexico. Our mission is to provide binational solutions to issues that arise during the application of United States - Mexico treaties regarding boundary demarcation, national ownership of waters, sanitation, water quality, and flood control in the border region. Falcon Dam is the lowermost major multipurpose international dam and reservoir on the Rio Grande. As an organizational unit of the U.S. Section, the function is to control and regulate the flow of international waters and to provide a means of contributing to the mutual welfare of Mexico and the United States, in compliance with various existing treaties. In conjunction with irrigation, domestic and flood releases, the project generates electricity through the hydroelectric generating plant. The project also provides support and maintenance for a small village. Responsibilities include: o Control flood water in such a way as to maximize waters available to the two nations for agricultural, private and industrial use and minimize flood damage. o Operation and maintenance of a Hydroelectric generating plant. o Monitors and collects structure data for Falcon Dam Safety of Dams Program. o Coordinates U.S. Section operations with other U.S. and Mexican Section counterparts. o Serves as the control point for flood releases of internationally owned waters. o Responsible for the operation and maintenance of Falcon Dam and Village. o Maintains a License and Lease Program for all U.S. Government owned lands around the reservoir. o Coordinates the local state and government agencies; public and private organizations; and the general public on matters relating to the operation and maintenance of the project. o Operation and maintenance of river gaging stations. o Participates in and collects samples for the river water quality programs. USIBWC FALCON DAM AND FIELD OFFICE SECURITY SYSTEM UPGRADE PROJECT (2022) Performance Work Statement 2 Location: Falcon Dam is located 30 miles southeast of Zapata, TX and 80 miles southeast of Laredo, TX and is 150 miles above the mouth of the Rio Grande. Falcon Dam consists of an earthen embankment dam, spillway, Power Plant and Falcon Village. The facility is located approximately 30 miles southeast of Zapata and about 80 miles southeast of Laredo, Texas. The Falcon Village compound contains the Field Office Headquarters, Operations and Maintenance Yard, the Hydrological Lab and family housing for field office personnel. In addition to IBWC employees Falcon Village Housing has been leased to other federal law enforcement agencies and residents of the local community. Falcon Village is also used as an operating base for Federal and State Law Enforcement personnel conducting narcotic and human trafficking interdiction operations. A Customs and Border Protection (CPB) Entry Control Point (ECP) also operates within the boundaries of the Falcon Dam. P. O. Box 1, FM 2098, Reservoir Rd. Falcon Heights, TX 78545 (956) 848-5265 Condition of Project: The facility has Physical Access Control Systems (PACS), Intrusion Detection Systems (IDS), Closed Circuit Television Systems (CCTV), fencing, lighting, and other security measures. These systems are managed by the CCURE 9000 Security Management System (SMS). Some security system components requirement replacement/upgrade. The hours of operation for the facility are typically, Monday through Friday from 7:00 AM to 3:30 PM, except on holidays. The areas along the US-Mexico border are plagued with human and narcotics smuggling and violence surrounding these activities. It is not within the USIBWC's scope or desires to directly attempt to control, enforce, or prevent these activities. However, USIBWC is committed to upgrading an effective physical security system to enhance its abilities to effectively delay, deter, and deny access to unauthorized persons, vehicles, and decrease its susceptibility to criminal and terrorist action upon its properties.
